ON THE ISSUE OF PUBLIC CONFIDENCE IN THE STATE DURING A SPECIAL MILITARY OPERATION
The article analyzes the level of trust of citizens in public authorities in 2022-2024. Modern realities have turned the category of trust into an important element of the social life of society, the importance of which increases during periods of socio-economic instability. The authors note an increase in the cohesion of the population since the beginning of the special military operation and study their manifestations. On the basis of this, the level of importance and involvement of civil society in public and political life increases. The article analyzes in detail the statistics of the level of public confidence in government structures based on sociological surveys.

MODERNIZATION OF POLITICAL MANAGEMENT AS A POLITICAL SCIENCE PHENOMENON IN THE CONTEXT OF THE PARTICIPATORY DISCOURSE EMERGENCE
Modernization theory emerged in the late 1950s and the first half of the 1960s, focused on the issue of legitimizing a democratic regime with high citizen involvement in governance, which essentially marked the emergence of participatory discourse. Despite attempts to describe the model comprehensively, by the end of the 1960s, modernization theories of the first wave were criticized by the academic community. This process was due to a certain isolation from the historical context and changing foreign policy conditions, straightforwardness and lack of variability in the development of postulates, and the open American-centricity of this theory.
This article is devoted to the development of the theory of modernization in the context of the emergence of participatory discourse at the stage of the second and third waves of modernization and covers the period from the late 1960s to the present.

THE PROBLEM OF TRANSLATION OF TERMS AND INTERPRETATION OF POLITICAL DISCOURSE INTO RUSSIAN
This work is devoted to the urgent problem of translation of political speech in modern society, characterized by a high degree of politicization. In the context of globalization, intensive exchange of information and development of mass media, accurate and adequate translation of political terms and concepts is of particular importance. The paper analyzes specific difficulties of translating political discourse, including lexical and grammatical issues related to the polysemy of terms, idioms, metaphors, cultural features and dynamics of the political sphere. Particular attention is paid to the role of the translator as an interpreter of the author's position, emotional coloring and national context in political speech. The study emphasizes the importance of preserving not only the factual but also the emotional component of the political message in translation, referring to the theoretical approaches of Komissarov V.N. and Barkhudarov L.S. The paper highlights the features of political speech, such as the use of clichés, neologisms and stylistic devices, as well as problems arising when translating proper names and specific terminology. In conclusion, the need for a deep understanding of the political context and cultural specifics is emphasized to achieve a high-quality translation of political discourse.

ROLE OF BRAND IN REGIONAL MANAGEMENT
Introduction: the paper assesses the role of brand in the regional management system as the most important factor in the growth of investment attractiveness of the territory and attraction of qualified labor force. In the conditions of struggle for investment flows and high-quality human capital, brand is the most important factor of regional competitiveness. Popularization of territorial brand in the sphere of regional management expands prospects in the coordinate system of interregional competition for additional opportunities of socio-economic growth. High-quality brand management should be systemic and cyclical, based on sustainable information support, ensuring the replication of the main attributes in the specialized information space. At the same time, the key characteristics of the brand should correlate as much as possible with the historical and socio-economic features of the development of the territory, which shows the uniqueness of the region in the all-Russian space. It is advisable to update individual elements of the brand depending on events and demands of the socio-cultural environment, but while maintaining the fundamental attributes that associate it with the region. The purpose of the work is to clarify the essential characteristics of the regional brand and use them to increase the investment attractiveness of the territory. Research results: the authors' team carried out a general assessment of the effectiveness of brand management in the Kursk region based on a study of qualitative and quantitative criteria, which made it possible to group strategic priorities for optimizing regional policy in this area, ensuring an increase in the expression of recognition and uniqueness.

This article is devoted to the study of the role of trends at the global, macro-regional and country levels in the development of the oil and petroleum products market in African countries. The author identifies the leading trends in the development of the African continent at the present stage, analyzes their positive and negative impact on the development of the oil and petroleum products market, and concludes that external actors are growing in their desire to invest in the oil sector of African countries.

SOCIAL AND ECONOMIC ASSESSMENT OF THE DEVELOPMENT OF THE HEALTHCARE SYSTEM OF THE RUSSIAN FEDERATION IN THE CONDITIONS OF CRISIS
Introduction: the article reveals the results of diagnostics of the main socio-economic indicators of the development of Russian healthcare in the crisis conditions of uncertainty. Healthcare is the most important area of the entire social policy and, accordingly, the state should pay maximum attention to this industry. The development of high-quality state policy in relation to medical institutions, even in the medium term, will ensure a multiple solution to the demographic problem, and in the short term will significantly reduce the level of social tension in society. In the current conditions of increased risks, it is healthcare that should act as a stable foundation on which citizens will rely to minimize social risks. In addition, achieving high quality of functioning of medical institutions will ensure the expansion of positive characteristics of domestic human capital, which will become factors of economic growth and increase in labor activity on a macroeconomic scale.
The purpose of the work is to conduct a medium-term retrospective assessment of the organizational, economic and social indicators of the development of the Russian healthcare system in a crisis. Results of the study: the authors, on the basis of a general statistical dynamic analysis, identified a number of problematic aspects of the development of the domestic health care system that require solutions within the framework of state policy to mitigate potential social risks in the future.

PECULIARITIES OF NORMATIVE REGULATION OF LAND RELATIONS DURING THE NEPE PERIOD
The article studies the peculiarities of normative regulation of land relations in the period of the New Economic Policy. The prerequisites of the necessity of codification of land policy on the territory of the RSFSR, its formation and development, creation of a unified state land fund within the framework of this policy are traced. The legal status of the population within the framework of land ownership, more precisely the abolition of private ownership of land, and the peculiarities of legal regulation of obligatory relations are studied. Past normative-legal acts aimed at regulating land relations are analyzed with the studied Code in order to identify features and differences, to trace the trend of development and progress of land legal relations.
The methodological basis was the general dialectical method, methods of analysis and synthesis, deduction and induction, comparative-legal, formal-logical, statistical and other methods.
Scientific articles on the subject of analyzing the new economic policy, as well as studies of lawyers in the field of the history of state and law were used as materials.
In the course of scientific research of documents and historical analysis of the era of the new economic policy, the author made conclusions regarding the land legislation and peculiarities of normative regulation of land relations during the NEP period: in the difficult conditions of economic crisis and decline of both agriculture and industrial sphere due to the shortage of food and raw materials after the war and intervention, the Land Code of the RSFSR became the key legislative act that defined a new land policy that corresponded to the modern times. The adoption of this document marked the completion of the active stage of agrarian reforms in the country. In addition, it served as a stimulus for the development of similar documents in all republics of the USSR, necessary for the final approval of the new land system throughout the Soviet state.
Thus, the study of land relations during the NEP period allows us to better understand the peculiarities of the development of agriculture and the economy as a whole, as well as their impact on subsequent historical events.

SOCIO-ECONOMIC ASSESSMENT OF LABOR MARKET DEVELOPMENT IN THE CRISIS
Introduction: the article presents the results of the socio-economic assessment of the Russian labor market development in the current crisis conditions caused by the negative impact of geopolitical and macroeconomic factors. The main problems of the domestic labor market development include personnel shortages for certain relevant categories of workers, a steady decline in the real purchasing power of wages due to the influence of the inflation factor, as well as the expansion of the non-transparent segment of labor relations, within which employers seek to reduce the social cost of labor. The research materials are based on the results of the content analysis of expert assessments of individual authors, as well as on the diagnostics of statistical data revealing the dynamics of the labor force, labor activity, the number of the working-age population, the unemployment rate and nominal wages. The labor market is a complex object of state regulation, as it is subject to the influence of financial, economic, social, regional and political factors, each of which has its own specifics. In this regard, to ensure balanced functioning, it is necessary to use proactive management tools to prevent the occurrence of stressful events and mitigate probabilistic risks.
The purpose of the work is to conduct a socio-economic assessment of the development of the labor market under the existing market conditions of the functioning of the national economy.
Research results: the authors, based on the generalization of expert assessments and analysis of verified statistical material, identified problematic aspects of functioning, as well as positive results of state regulation of the Russian labor market.

INFLUENCE OF GEOPOLITICAL INSTABILITY ON SOCIAL PSYCHOLOGY OF CONSUMER BEHAVIOR
Introduction: the paper presents the results of assessing the influence of geopolitical instability on the psychology of consumer behavior. The article includes clarification of theoretical and methodological aspects of transformation of consumer behavior in conditions of instability, as well as the results of the analysis of the statistical information base, revealing operational retrospective trends of consumer behavior of Russians under objectively existing macroeconomic turbulence and political risks. Certain theses formulated in the paper are confirmed by statistical data in the form of dynamics of the real wage index, as well as the ratio of expenses and savings in the structure of income of the population of the Russian Federation. The presented classification allows us to distinguish neutral, moderate, crisis and strategic models of consumer behavior, each of which has its own basic distinctive characteristics. Research has shown that in Russian society at the first stages of instability the strategic model of consumer behavior dominated, and later the moderate and crisis models came to the fore. The purpose of the work is to assess the impact of geopolitical instability of recent years on the social psychology of consumer behavior. Research results: the authors have formed justified conclusions based on the results of the analysis of panel statistical data, which allow revealing the features of the impact of geopolitical instability on the social psychology of the intensity of consumer activity.

The article is a continuation of the analysis of research on modern trends in the development of science and education in Russia based on a review of relevant scientific publications of recent years in some peer-reviewed scientific journals. The first part of the article was published in the previous issue of the journal "Eurasian Union: Issues of International Relations". Based on scientific publications of scientists, the authors conclude that some strategic plans for transforming Russian education based on the European model and without taking into account the domestic tradition are contradictory.

FAKE NEWS: THE ACTUALIZATION OF THE PROBLEM IN RUSSIA
The article considers the problem of dissemination of fake news in the conditions of the Special Military Operation conducted by the Russian Federation on the territory of Ukraine. The authors conclude that fake news is an available ‘tool’ to manipulate public consciousness in the framework of information warfare. The study also considers the criminal-legal characteristics of the facts of dissemination of deliberately false information aimed at discrediting the activities of the armed forces of the Russian Federation and state power in general.
The purpose of the study is to examine the structure of fake news discrediting the Armed Forces of the Russian Federation, replicated in order to exert a negative influence on the public consciousness of citizens of the Russian Federation.
In order to achieve the stated goal, the following tasks were set before the study:
1) Studying the reasons for the dissemination of fake news stories;
2) Establishment of the relationship between the quantitative indicators of fake news dissemination and the Special Military Operation conducted by the Russian Federation;
3) To study the ways of determining the truthfulness of information published in the media environment by Internet users;
4) Examination of legal norms in the sphere of dissemination of fake news, including those published to discredit the Armed Forces of the Russian Federation.
Development of proposals to improve the qualification and mechanism of bringing to criminal responsibility for offences in the sphere of dissemination of fake news aimed at discrediting the Armed Forces of the Russian Federation.
In the course of the study were used general scientific methods, such as comparison, analysis synthesis and others. Special methods were also used – analysis of legal sources and law enforcement practice, biographical, statistical, sociological and other methods.
As a result of the study of the problem, the authors propose practical measures to prevent manipulation of the consciousness of Internet users by means of mass replication of fake news prepared by Western intelligence services, and also put forward a legislative initiative to form an explanation of law enforcement practice under Article 207.3 of the Criminal Code of the Russian Federation in the form of a Resolution of the Plenum of the Supreme Court of the Russian Federation.

CREATION OF THE COMMUNIST PARTY OF THE RSFSR: FOR RELIABILITY OF FACTS
The article is concerned with the research of the important period in the political life of the soviet times, i.e. the struggle for establishing the Russian Communist Party as part of the Russian Communist Party (Bolsheviks) and then as part of the Communist Party of the Soviet Union. Successful solution of the problem was impossible due to the peculiarities of state and party building in the federative state based on ethnic profiling and certain principles of “Lenin’s national policy”. Besides analyzing these facts it is necessary to eliminate inaccuracies that have appeared in scientific literature lately as well as mistakes made while highlighting positions and roles of certain statesmen in resolving this issue.

FEATURES OF THE FORMATION OF TERRITORIAL PUBLIC SELF-GOVERNMENT IN URBAN DISTRICTS (ON THE EXAMPLE OF THE NOVOSIBIRSK REGION)
Territorial public self-government (TPSG) is one of the institutions whose development has been a priority of state policy in recent years, and which is supported at all levels of government. Using the example of the Novosibirsk Region, the article analyzes the experience of implementing a new state strategy for TPSG institutions and examines the regional features of TPSG development in the period from 2017 to 2024.
It is shown that in conditions of comprehensive state support, there has been a significant increase in the number of TPSG and the involvement of the population in the activities of this institution. At the same time, there remains a disparity in the level of TPSG development between Novosibirsk and the rest of the region. There are also significant differences in the intensity of TPSG development between different municipalities.
Along with the increase in the number of TPSG, a network of specialized institutions is being formed and developed that provide them with organizational and advisory support and often act as intermediaries in interactions between TPSG and the authorities.
The development of TPSG in the Novosibirsk region correlates with the growth of patriotism among the population and the development of civic identity and is part of the general process of forming a special type of civil society. The main mechanism for supporting TPSG is state subsidies for projects to improve the territory in the form of grants. It is concluded that at the moment it is state policy that is the main driver of institutional construction in the sphere of local self-government and self-organization of the population.

MODERNIZATION OF POLITICAL MANAGEMENT AS A POLITICAL SCIENCE PHENOMENON IN THE CONTEXT OF THE PARTICIPATORY DISCOURSE EMERGENCE
The well-known modernization theories appeared in political science in the second half of the 20th century. It happened simultaneously with the ideas of participatory governance and participatory democracy. The basis for this coincidence was the development of democratic political thought and the processes taking place in the world. At the same time, if American political thought is considered to be the ancestor of the ideas of modernization, then participatory governance was formed against the background of representative democracy crisis. It was a fusion of the participatory democracy and assembly democracy ideas.
Almost synchronous emergence of the modernization ideas and participatory management is a political science phenomenon that prove the unity of the origins of these processes.

Within the framework of the scientific article, the topic of considering cybersecurity as an important component of the national security of the state and the importance of ensuring it in business structures is subject to consideration. It is noted that in the context of the development of globalization and digitalization, cyber attacks are reaching a new level and are increasingly being used to damage the critical information infrastructure of the state. The paper defines the basic concepts, examines the sources, types and types of cyber attacks, their impact on business security, and also pays attention to measures aimed at preventing and reducing the risks of potential and real cyber attacks.

DEVELOPMENT OF INDUSTRIAL COOPERATION IN THE EURASIAN ECONOMIC UNION IN THE CONTEXT OF SANCTIONS RESTRICTIONS
In the context of sanctions restrictions against Russia and Belarus, the development of industrial cooperation among the member states of the Eurasian Economic Union is of particular relevance. The article reveals the main directions of industrial cooperation, its mechanisms and tools. Their effectiveness was assessed based on the dynamics of changes in the technological structure of exports and imports in mutual and foreign trade of the EAEU countries under sanctions restrictions. The scientific and practical significance lies in substantiating the conclusions and proposals for the further development of industrial cooperation in the EAEU under the conditions of sanctions restrictions.

IMPLEMENTATION OF RUSSIA'S BUDGET POLICY IN CONDITIONS OF GEOPOLITICAL RISKS
Introduction: the article is devoted to the consideration of theoretical and practical aspects of the implementation of Russian budget policy in the conditions of geopolitical risks. Budget policy acts as a fundamental tool for regulating the movement of financial flows at the state level, which should create conditions for stable financing of socially significant socio-economic activities through the formation of budget resources. The implementation of budget policy is primarily within the competence of executive authorities, which, in strict compliance with the requirements of current legislation, must ensure the most targeted use of financial resources in the interests of the state, competitive citizens and society as a whole. Effective budget policy not only helps to relieve social tension in the public environment, but also leads to the formation of growth points in the economic space. The strategic nature of budget policy is determined by the need to proactively manage socio-economic relations in the country to ensure national security, the foundation of which is financial sovereignty, which is extremely relevant given the existing geopolitical risks.
Research results: the team of authors diagnosed the dynamics and structure of revenues and expenditures of the Russian budget, and also assessed the balance of budget policy in conditions of geopolitical instability, taking into account the results of short-term forecasting.

STIMULATING NATIONAL PRODUCTION AS A WAY TO STRENGTHEN RUSSIA'S ECONOMIC SECURITY
This article examines the key features of stimulating national production as one of the factors of strengthening the economic security of the Russian Federation in the current geopolitical conditions, when Russia is faced with multiple challenges and obstacles in its path. The article touches on the main aspects of national production in the Russian Federation and their impact on the economic security of the country. The main types of state support for production, investment programs in key industries and infrastructure and logistics development as the main methods of stimulating national production are considered. Considerable attention is also paid to the role of information and communication technologies in national production and the synergy between national production and economic security in the Russian Federation is noted.

SOCIAL AND PSYCHOLOGICAL FACTORS OF CONSUMER BEHAVIOR IN CRISIS CONDITIONS
Introduction: the article presents the results of a study of consumer behavior of Russian citizens in the current crisis conditions. A qualitative assessment of consumer behavior patterns is extremely important in terms of choosing competent management tools by relevant government agencies designed to ensure a balanced national market space. In the current environment of macroeconomic turbulence and unprecedented geopolitical pressure, building an appropriate fairway of consumer behavior based on the use of financial, economic and socio-psychological tools will stabilize the supply and demand ratio in most market segments, as well as reduce the degree of social tension. The situational type of consumer behavior present in Russian society requires systemic, soft and proactive correction to avoid a probable aggravation of the negative situation as a result of mass financial panic. The general analysis of the intermediate results allows us to say that the Government of the Russian Federation managed to achieve positive results in the sphere of consumer behavior management and prevent the formation of additional social risks. The purpose of the work is to study the current features of consumer behavior in Russian society based on the content analysis of expert assessments and diagnostics of statistical material.
Research results: the authors, based on the analysis of statistical material and the generalization of individual results of expert assessments, concluded that the situational type of consumer behavior dominates in Russian society, individual features of which are clearly manifested in the current crisis conditions.

RED LINES IN THE CONFRONTATION BETWEEN THE WEST AND RUSSIA
The article identifies a fundamental contradiction between the interests of the global elite and the interests of the nationally oriented elite, which is projected onto decision-making in foreign and domestic policy. It is shown that the globalists, for the sake of their own survival and the establishment of world domination, are leading the international community to World War III; the only “red line” for them is the use of strategic nuclear weapons by the Russian Federation. The main trigger for the world war is the military conflict in Ukraine, directed by the West with the aim of inflicting a strategic defeat on Russia. The article analyzes the adjustment of Russia’s nuclear doctrine, which clearly identifies the “red lines” in the sphere of nuclear deterrence. It is proposed to strengthen the Military Doctrine of the Russian Federation with a provision on a preventive, preemptive strike, similar to the US doctrine of preventive war.

ASSESSMENT OF RUSSIA'S FOREIGN ECONOMIC POLICY UNDER SANCTIONS
Introduction: the article presents an assessment of the results of Russia's foreign economic policy, implemented under sanctions. The current geopolitical situation required a change in the vector of the country's foreign economic activity towards more reliable partners. A competent solution to this problem made it possible to stabilize the internal socio-economic space by achieving sustainability of export-import operations, guaranteeing effective sales for exporters and a deficit-free satisfaction of domestic consumer and industrial demand. The main emphasis was placed on the reorientation of material and raw material flows, which ensured the stability of the inflow of funds into the domestic financial system. The current results of Russia's foreign economic policy include, firstly, maintaining stable export dynamics in key areas of participation in world trade, secondly, stabilizing imports and increasing their natural volumes from new macro-regions, thirdly, reducing the trade balance, which has a positive effect on the financial system and the stability of the national economy as a whole, and fourthly, maintaining the general structure of export-import operations, which made it possible to avoid the onset of stress factors.
The purpose of the work is to summarize the current results of Russia's foreign economic policy based on the diagnosis of fundamental dynamic and structural export-import indicators, as well as the study of factor cause-and-effect dependencies.
Research results: the authors gave a general assessment of the intermediate performance of Russia's foreign economic policy, based on the analysis of verified statistical indicators, and allowing to justify the key transformations of the country's participation in the world economy.

The subject of this study is some theoretical and legal issues in the field of professional sports, namely: the concept and characteristics of the legal category "doping" in the context of modern legal realities. The problem of doping in international sports is not new, while the relevance of this problem continues to become more and more every day. The authors examine various approaches to the concept of "doping" and formulates his own definition. The article also draws conclusions and makes suggestions about the possible theoretical content of the legal category "doping". The results of the study can be applied in the process of law-making and law enforcement activities in this area of legal regulation.

IDEOLOGICAL IDENTITY IN THE MAINSTREAM OF PUBLIC POLICY AND IN THE FOCUS OF POLITICAL SCIENCE
The article in the review format attempts to outline the possibilities not so much of a conceptual analysis of the problem of ideological identity, but rather of its mode – the ideas of socialism and socialist ideologies as "the missing link in political identity for Russians and Russian statehood." The results of our analytical reflections from reading in a series of major scientific publications, reviews on a given topic, showed: a) publications on the relations and connections between political identities and ideologies are still rare in identitarian research and therefore iconic; b) very rare works that introduce a truly explosive and even provocative character into scientific and political polemics, in which the idea of the need to rethink the status of identity based on the incorporation of socialist ideologies and practices into its fabric is being worked out; c) the attempt to bring political identity and socialist ideologies together, to make this connection the political mainstream of updating the development strategy of the Russian state and society, is of great interest in itself, but remains even frightening in the public, political and political science of the Russian continuum. And since it is frightening, therefore, the satisfaction of this enormous interest in the topic, rather than frightening caution, is possible, can and should be for scientific identity research ("studies") become a priority.

The article is devoted to the study of the specifics of the communication strategy of Saint Petersburg, a city of federal significance, which is actively involved in the implementation of the state Arctic policy of the Russian Federation. It is noted that the institutionalized inclusion of Saint Petersburg in the space of Arctic communications, which was caused by the creation in 2018 of the relevant executive body – the Saint Petersburg Committee for Arctic Affairs, has led to the need to find methods and means of presentation in the new environment. Using the case study method, the author focuses on the issue of developing communication and media support for policy implementation in the Arctic direction. The results obtained allow us to conclude that the image of Saint Petersburg in media space is being formed as a city with significant Arctic competencies.

The institution of direct democracy at the level of local self-government is enshrined in the Constitution of the Russian Federation. The implementation of the principle of direct democracy occurs in its direct and representative forms. These two forms are in a constant process of interaction and mutual influence, reflecting not only their strengths and weaknesses, but also a certain political competition between them. It has been proven that it is not productive to talk about the priority or advantages of any form of direct democracy, direct or representative. Currently, their effective relationship is expressed in the synthesis of forms, the balance between them, their interaction and mutual influence.

The article explores the modern sources of external and internal threats to the regional security of the Rostov region during the period of a Special military operation. The importance of regional security policy for timely response, prevention of problems and implementation of measures to improve security aspects is emphasized.
Based on the results of the study, we will present a conclusion on the need for integrated management of regional security, working out mechanisms to ensure it and prevent possible problems in the current and long-term perspective.

The article analyzes patriotism as a key factor in the cohesion of the population during periods of threat to national security. The place of patriotic education in the policy of the Russian Federation at the present time is determined. The main directions and movements of patriotism in educational institutions are considered. The role of all-Russian actions held to support the participants of the Special Military Operation is analyzed. Information is provided on the attitude of the population to the main patriotic movements. The need for patriotic education as the main postulate of the formation of Russian traditional values is considered.

The article examines the role of the financial and budgetary sphere in ensuring the national defense and security of the Russian Federation in modern conditions. The main factors influencing the amount and structure of budget expenditures of the budget system are identified, the main models of financial support for national defense in peacetime, transitive (transitional) and wartime are defined. In addition, the main tasks and methods of budget planning of budget expenditures for national defense and their application in order to ensure the national security of the country are considered.

ANALYSIS OF ASEANIZATION OF THE ISSUE OF THE SOUTH CHINA SEA
The article is devoted to territorial disputes in the South China Sea between China and ASEAN.
The purpose of the article is to reveal the main processes of "Aseanization" of territorial disputes in the South China Sea.
The following tasks are set in this study:
– to define the concept of "Aseanization" of territorial disputes in the South China Sea;
– to reveal the “ASEAN approach” that has contributed to the formation of a common position among member countries, allowing them to collectively participate in the settlement of the South China Sea issue;
– to analyze the asymmetric structure of China-ASEAN interaction;
– to analyze the policies of China and ASEAN concerning their relationship and determine their relevance in modern world politics.
The following methods were used in this study:
– the historical and hermeneutic method, through which the main policies set out in the concept of China and ASEAN were characterized and interpreted.
The results of this study allow us not only to reveal the current state of the South China Sea issue, but also to provide advice for further development of the situation.

AZERBAIJANI-TURKISH RELATIONS AFTER THE SECOND KARABAKH WAR: KEY DIRECTIONS AND PECULIARITIES
Analysing the bilateral relations between the Republic of Azerbaijan (AR) and the Republic of Turkey (TR) after the Second Karabakh War (SQW) is one of the key aspects in the study of contemporary geopolitical dynamics. The aim of the study is to identify the peculiarities and key areas of development of Azerbaijani-Turkish relations after the Second Karabakh War (SQW), which allows for a deeper understanding of the dynamics of the two countries in the post-conflict period. This study focuses on the significance of the treaties signed after the war and the role of the Shusha Declaration in the context of the politico-military sphere between Azerbaijan and Turkey. The impact of Azerbaijan's accession to the Organisation of Islamic Cooperation (OIC) on the dynamics of relations and support from Muslim countries belonging to this organisation is also examined. The author analyses the reasons for complications in the implementation of the «3+3» format proposed by Ilham Aliyev and its significance for ensuring security in the economic and regional spheres through the Economic Cooperation Organisation (ECO). It is emphasised that closer and better relations between Turkic countries after the war could play a key role in the creation of a Turanian army. Furthermore, the strategic importance of the TAP and TANAP projects to increase oil and natural gas sales to Europe is emphasised, which contributes to the development of both countries. Turkish President Erdogan and Azerbaijani President Aliyev signed the «Protocol on the Decommunisation Dimension between the Republic of Turkey and the Republic of Azerbaijan in connection with the Kars-Nakhchivan railway project» and jointly laid the foundation stone of the Igdir-Nakhchivan gas pipeline. In addition, the importance of cultural and humanitarian co-operation as well as the impact of improved relations on the development of tourism and academic exchange between the Republic of Azerbaijan (AR) and the Republic of Turkey (TR) was noted.

THE ROLE OF PERSONALITY IN THE INTERNATIONAL POLITICAL PROCESS ON THE EXAMPLE OF A.A. GROMYKO'S DIPLOMATIC LEGACY DURING THE COLD WAR
The purpose of the study is to determine the diplomatic role of A. A. Gromyko in maintaining peace during the Cold War. And also to give a new interpretation to the already known facts and events related to the diplomatic activities of A.A. Gromyko and to identify new aspects of this activity that had previously gone unnoticed.
Studying and applying the lessons of A.A. Gromyko's diplomatic legacy can contribute to strengthening peace and stability in the international system.
Conclusions: international challenges are repeated today, attempts at domination by Western countries, promotion of Nazism and neo-Nazism, xenophobia, "culture of abolition", apartheid of peoples. EAEU AS A REGIONAL MECHANISM OF INTEGRATION
In the context of globalization and the transformation of the global economic system, regional integration associations are becoming key factors in economic development and political stability. The Eurasian Economic Union (EAEU) represents one of the most significant initiatives in the post-Soviet space aimed at deepening economic ties among member states. Currently, regional integration is becoming an essential tool for countries facing new challenges such as trade wars, sanctions, and increasing protectionism. In this context, the Eurasian Economic Union serves as an interesting object for study, as it demonstrates a model of economic coordination among countries with shared history and economic interests. This integration requires a thorough analysis aimed at identifying both its successes and problems.
This article examines the EAEU in the context of various theoretical concepts of integration and analyzes it as a regional integration mechanism, focusing on its achievements, challenges, and development prospects. Special attention is given to the economic and political aspects of the integration processes.
Thus, this research is relevant not only for understanding the integration processes within the EAEU but also for identifying their role in the context of global trends, emphasizing the need for a comprehensive and multifaceted analysis of integration mechanisms in the Eurasian space.

FOREIGN EXPERIENCE OF NATIONALIZATION POLICY
Studying foreign experience is necessary to identify common, special and individual features in any area of human activity. This article examines the experience of China, India and Western countries in implementing nationalization policy. From this experience, it is concluded that the main measures for nationalization are carried out in the political, economic and legal spheres. China is characterized by gradualism and stage-by-stage property reform. A feature of the privatization policy in India is the urgent need to solve problems of economic security, as well as the need to resolve contradictions associated with the uneven development of various regions of the country. The strong point of the US nationalization policy is the institutional component, namely, the timely improvement of the system of government bodies involved in state regulation of the economy.

SCIENTIFIC AND THEORETICAL CONSTRUCTION OF SOCIO-ECONOMIC ANTHROPOLOGY. THE SOCIO-CULTURAL SECURITY MODEL
The new model of socio-economic policy on an anthropological basis is of fundamental importance. However, world practice shows that only the sociality of the economy does not lead to the goals originally set for it. It is possible to link the characteristics of indicators of material goods directly to the standards of satisfaction of vital human needs, criteria of sociality only on a new scientific and methodological basis. It should be based on the socio-cultural aspects of socio-economic anthropology, since it is not enough to be based only on socio-economic components for a direct connection between the economy and man. It is quite obvious that no theoretical model can function without practical applicability. Therefore, a general model of socio-economic security is proposed as a basic element of state economic policy. Such a policy translates state-centric tendencies into socially-centric ones.

The article reveals the foreign policy activities of the Russian Federation in the military-technical sphere using the example of cooperation with the Democratic People's Republic of Korea. New contours of the development of relations and the intensification of high-level meetings indicate the desire of both countries to strengthen ties not only in the field of weapons production, but also in the main areas of public life. According to the authors of the article, the signed interstate Treaty on Comprehensive Strategic Partnership will allow Russia and the DPRK to more actively and progressively defend their national interests on the world stage, jointly resist the sanctions pressure of the United States and its allies in the context of modern interstate confrontation.

TO THE ISSUE OF GENDER INEQUALITY INFLUENCING WOMEN'S INVOLVEMENT IN POLITICAL LIFE
The article presents the external and internal factors that were barriers to women's participation in political and administrative activities. Also, examples from a history course are studied to examine women's involvement in leadership positions in detail.
The purpose of the study is to examine the forms and modes of women's participation in political and managerial activities and to identify its highest priority areas.
In order to realise the goal of the study, it is necessary to solve the following tasks:
1. Study of external and internal factors of gender discrimination.
2. Study of biological and psychological distinctive features of women that affect their ability to act in the role of a political manager.
3. Consideration of historical aspects of the formation of women's role in the political process.
4. Study of the current political status of women in the Russian Federation.
The research is based on general scientific methods, such as analysis, comparison, as well as on special methods, including historical-legal, sociological, formal-legal.
As a result of the study of the problem, the authors come to the conclusion that gender equality prevails in the political sphere in the main volume of developed and developing countries. At the same time, they note the existence of prejudices and stereotypes about the lack of effectiveness in political and administrative activity of women among male representatives, which from the point of view of biological and psychological signs given in the study have no confirmation.

FROM CONFRONTATION TO COMPROMISE: THE EVOLUTION OF RUSSIAN-CHECHEN RELATIONS IN LIGHT OF THE DIPLOMATIC ACTIVITIES OF BEI-BULAT TAYMIYEV
The article emphasizes that Russian-Chechen relations began to actively develop from the 16th century in a positive direction until the beginning of the 19th century. It is emphasized that at the beginning of the 19th century, Russian-Chechen relations began to acquire a contradictory character. This character is caused by the ambiguous policy of the governors (representing the Russian government), which posed a threat to the existence of the Chechen people. This led to an uprising in Chechnya in 1825-1826. It forced both sides, and, first of all, the Russian administration represented by General Yermolov, to rethink their policies and approaches to governing the region, as he began to actively use diplomacy. It is emphasized that Bey-Bulat Taimiev, during periods of confrontation with the Russian government, made attempts to find a compromise and establish peaceful relations. In addition, when visiting other countries on diplomatic visits (in search of an optimal vector of development for Chechnya), he stated that the forms of government and state structure of Persia and the Ottoman Empire were unacceptable for Chechen society. At the same time, the Chechens already had a long experience of interaction with the Russian Empire, which made it a more predictable and understandable partner. To a large extent, Bey-Bulat Taimiev's judgments were also influenced by the change in the approach in the policy of Russian military leaders in the Caucasus, especially with the appointment of General Evstafy Fedorovich Engelhardt. He differed from many of his predecessors in his more flexible and humane approach to governance. It is concluded that Bey-Bulat Taimiev played a key role in restraining the Chechen people from mass uprisings and joining radical movements, especially in the late 1820s – early 1830s. And with Taimiev's death, the key mediator between the Russian administration and Chechen society was lost.

HUMAN CAPITAL MANAGEMENT IN CONDITIONS OF IMPORT SUBSTITUTION: REGIONAL AND CORPORATE ASPECTS
Introduction: the work examines the features of human capital management at the regional and corporate levels in the current macroeconomic environment and geopolitical risks, as well as taking into account the goals set within the framework of the import substitution policy. The team of authors recognizes the strategic importance of building an effective human capital management model to minimize risks in the field of national security, as well as in the focus of maintaining corporate competitiveness. Achieving the goals set within the framework of the import substitution policy becomes possible provided that the potential of human capital is expanded. In this regard, to build effective human capital management, it is necessary to make efforts both at the state and corporate levels. On a state scale, the solution to this problem should be carried out in the wake of national projects that ensure the growth of demographic potential, increasing the expression of relevant competencies in the light of increasing entrepreneurial innovative activity. At the corporate level, comprehensive management of human capital should be carried out within the framework of the implementation of a policy of socially responsible behavior, the basis of which is investments associated with the creation of high-quality working conditions, lifelong learning, and the preservation of physical and moral health. Successfully solving problems related to the development of human capital will make it possible to change the trajectory of development of the country's socio-economic space, including creating the prerequisites for expanding technological sovereignty and increasing entrepreneurial activity.
Purpose and objectives: the purpose of the work is to study the features of human capital management at the state and corporate levels. Taking into account the formulated goal, the following tasks were set in the work:
– clarify the structural essence of human capital from the position of managerial influence;
– analyze individual indicators of human capital management at the regional level;
– group the basic tools for human capital management at the corporate level.
Research results: the team of authors clarified the theoretical and methodological aspects of human capital management, taking into account national and corporate specifics, and also carried out a comparative dynamic diagnosis of the effectiveness of human capital management in the Kursk region and the Republic of Tatarstan.

PHILOSOPHY OF MICROELEMENT MANAGEMENT OF SOCIO-ECONOMIC PROCESSES IN THE FORMATION OF AN INTEGRATED SOCIAL ENVIRONMENT
Annotation. The philosophy of microelement management of social processes is that the functioning of social processes can be reduced to a relatively small number of standard elementary managerial functions, the cyclical nature of repetition and the time frame of which have already been studied and systematized through fundamental research. Microelement management of social processes can become one of the subtle tools for managing the social environment, which is aimed at a discrete and tightly controlled change in the behavior and interaction of individual individuals or groups of people in society over a fairly long period of time. This approach is based on the assumption that a change in the micro-level of an individual's behavior and relations between individuals or social groups leads to an expected change in the conditions of the course of social processes at the micro-level, forming the prerequisites for sustainable changes in the course of socio-economic processes at the macro-level. It is important to note that the effective use of a single, for example, labor, or a set of resources requires an integrated approach and consideration of many social, economic and political factors that form social reactions, social interactions, and the country's economy. Significant advantages and relevance of microelement management of social processes can be newly opened opportunities for its use for systematic and progressive management of socio-economic processes at the micro level, which are still at the stage of designing these processes. Microelement management of social processes is based on the fact that the most complex and diverse management actions are combinations of simple, or primary, elements of the management system and organically merge with the processes of managing the economy of the region and the country as a whole.
The goals and objectives of the study. The purpose of the work is to realize the practical importance of microelement management of socio-economic processes in the formation of an integrated social environment in Russia. Within the framework of the goal, the following tasks are set in the work:
– to clarify the philosophy of microelement management of socio-economic processes;
– to substantiate the relevance of microelement management of socio-economic processes in the formation of an integrated social environment in Russia;
– to highlight the key results of the practical importance of microelement management of socio-economic processes in the formation of an integrated social environment in Russia.
The results of the study. The results of large-scale practical application of microelement management of socio-economic processes will make it possible to create conditions for harmonious coexistence and development of all members of society, contributing to the sustainable, integrally defined development of the social environment, social economy, socio-economic space, where each member of society has the opportunity to fully realize their potential and contribute to the common good of the country.

AGRARIAN AND URBAN REVOLUTIONS AS SOURCES OF GLOBAL SOCIO-CULTURAL PROCESSES
The theme of the agrarian and urban revolutions is of fundamental importance, as they have become sources of new trends in human life. At what point does humanity count down? The question is not simple, since the development of mankind cannot be reduced only to geographical or historical factors. The scale of the efforts invested by our first ancestors in the development of the earth and the development of necessary life-supporting practices remains underestimated. The foundations of change were laid by the ancient ancestors of man, they also revealed many secrets of nature, the secrets of land development, the creation of cities, which became the sources of various forms of culture and civilization. Therefore, the prehistoric period of mankind should be considered a preparatory stage of the transition to civilization, which could not have happened without agrarian and urban revolutions. In this regard, these factors are interpreted as indicators of the totality of all accumulated practices of ancient societies, multidirectional spheres of human activity, and the formation of its cultural codes, the preparation of the foundations of the first states and the transition to a new level of development. The agrarian and urban revolutions, which have fulfilled the function of socialization, require a new understanding. In the work, the urban revolution is revealed as a process of gradual transformation of settlement areas into an environment of multifunctional significance, the creation of facilities, infrastructures, services, social contacts of interpersonal and intergroup relations. The topic is of interest to political scientists, cultural, social, economic anthropologists, and general specialists.

EUROPEAN RHETORIC ON THE SPREAD OF DEMOCRACY IN ARAB COUNTRIES THROUGH THE IMPLEMENTATION OF NEIGHBORHOOD POLICY
The European Neighbourhood Policy, launched in 2004, envisages «improving relations between the EU countries and their neighbors in the eastern and southern directions, mutual sustainable development and economic prosperity, as well as the export of the European system of values and democracy». This project was originally supposed to play an important role in relations along the Europe-Neighbors axis and strengthen European influence in neighboring regions, but it did not achieve its main goals and underwent changes in 2011 after the events of the Arab Spring and in 2015 after the aggravation of the migration crisis. The article examines the evolution of the European Neighborhood Policy with a focus on «promoting the principles of democracy», as well as analyzes the changes that occurred in it after the events of the Arab Spring. In its first version, the European Neighbourhood Policy assumed that cooperation with democratic countries was the shortest way to solve security problems. In fact, European politicians were willing to cooperate with authoritarian regimes when it was profitable. After the events of the Arab Spring, the EU tried to revive the rhetoric about the importance of democracy, believing that the uprisings in Arab countries were dictated by the desire of the population to end authoritarianism, but this attempt to instill democracy again failed. The article shows that the lack of consistency in actions and double play led the EU to actually abandon the export of democracy and to devalue the principle of democratic priority in cooperation with the governments of Arab countries in the Middle East and North Africa for economic benefit, stability and strengthening European security, which raises the question of the sincerity of European politicians in their rhetoric about spreading democratic values.

INFORMATION SECURITY AS A FACTOR OF STRATEGIC SOVEREIGNTY IN THE SPACE OF GREATER EURASIA
Today, against the background of increasing geopolitical tension due to the change of the world order, which is no longer unipolar, the probability of threats to international security and peace is growing. The transformation of traditional relations and rules of the game has seriously aggravated the existing contradictions in the global agenda, increased the accumulated imbalances in the world. The article shows that one of the key anthropogenic threats to human civilization and the formation of sustainable foundations of the new world order is the growing power of information weapons both in the economic sphere to commit various types of fraud and crimes using information and communication technologies (ICT), and in the ideological and political spheres. The author emphasizes that the lack of unity of views of the world community on the issues of ensuring international information security (IIS) predetermines the strategic nature of close cooperation between allied countries to ensure, among other things, their ideological leadership in shaping the foundations of the world order and the new information space.

TOPICAL PROBLEMS OF ASSISTANCE TO REFUGEES AT THE PRESENT STAGE
The study considers legal and factual reasons and conditions for acquiring refugee status. The authors cite international statistics of quantitative distribution of persons with refugee status. The Russian system of legal and humanitarian assistance to refugees in the territory of the Russian Federation is considered.
The aim of the study is to identify the most effective system of state and non-state support for persons with refugee status.
In order to achieve the designated goal, the following tasks were set before the study:
1. Consideration of the essence of the concept of ‘refugee’, reasons and conditions influencing the acquisition of the legal status under study.
2. Study of statistical data on the nationality of refugees.
3. Examination of the legal framework, which at the legislative level enshrines the rights of refugees in the territory of the Russian Federation.
4. Study of local, regional and state programmes of assistance to refugees.
5. Consideration of the possibility of voluntary support of refugees by citizens and non-profit organisations of the Russian Federation.
In the course of the research, a combination of general scientific methods of scientific cognition such as analysis, comparison, synthesis and a number of special methods – formal-legal, statistical, sociological – were applied.
As a result of the study, the authors propose to disseminate innovative technologies of social work with refugees, as well as to increase the level of stimulation and support of volunteer movements consisting of citizens of the Russian Federation.

The article discusses the impact of the COVID-19 pandemic on food security in the Asia-Pacific region, as well as the measures taken by governments and international organizations to strengthen this system. The author analyzes how changes in the economic situation, reduction in international trade, and border closures have affected the production, distribution, and availability of food products. The article also addresses the issues and challenges that have arisen due to the pandemic, such as restrictions on the movement of people and goods, a shortage of labor resources, and worsening conditions for the poor. The author emphasizes the importance of cooperation between countries to ensure food security, as well as the need to develop innovative methods of food production and distribution that will be resilient to potential crises in the future. Ultimately, the article represents an important contribution to understanding the consequences of the pandemic for food security in the Asia-Pacific region.

ACTIVATION OF NEW TRADE PROJECTS OF THE EUROPEAN UNION AND G7 COUNTRIES IN CENTRAL ASIA IN THE CONDITIONS OF A RAPIDLY CHANGING WORLD ORDER
Introduction: the article examines the current foreign policy situation in Central Asia, a key region located at the epicenter of new trade routes between the EU countries and the PRC. In this article, the team of authors offers a compact analysis of the general provisions of the above projects, and also outlines a general analysis of the preconditions for changes in the policies of the EU and the Russian Federation in the region under study. It is noted that a significant part of this region is made up of former Soviet republics (Kazakhstan, Turkmenistan, Kyrgyzstan, Uzbekistan and Tajikistan), which are distinguished by both the complexity of their geographical locations and the diversity of ethnic and political landscapes in this region of the planet that is critically important for the global economy and trade. The authors also note the strategic importance of the region under study for almost all major global players.
Purpose of the study: analysis of the general provisions of the above projects, as well as a general analysis of the preconditions for changes in the policies of the EU and the Russian Federation in the region under study.
The results of the study: the team of authors agrees with the opinion of the majority of Russian researchers that the Republic of Kazakhstan and Central Asia in the next decade will not be able to achieve the subjectivity they so desire. This is due both to the above global trends and processes, and to intraregional contradictions, which force the states of the region to seek opportunities to solve the problems they face from stronger external players. An important role is played by the situation in Afghanistan and the uncertainty of the implementation of EU and G7 projects related to it.

IMPLEMENTATION OF MEASURES AIMED AT PARTICIPATION IN THE «ONE BELT, ONE ROAD» PROJECT OF THE CENTRAL ASIAN STATES
The five Central Asian states are important countries that are located in the territory of the “One Belt, One Road” project, and it largely depends on them whether this project can successfully develop and advance in the Eurasian region. Currently, US and Western sanctions against Russia continue to intensify, and the Central Asian states may be affected by secondary sanctions. The five Central Asian states occupy a key position; they have a neutral foreign policy strategy, allowing them to make choices and explore their own development path. In May of 2023 year, the first China-Central Asia leaders' summit was held in China, where ambitious plans for the development of relations between China and Central Asia were discussed. Taking this opportunity, the Central Asian states will actively participate in cooperation within the framework of linking the “One Belt, One Road” project and the Eurasian Economic Union, which will not only accelerate the progress of regional economic integration in Central Asia, but also further realize cooperation with other countries along the Belt and Road.

The Middle East, having its own political, social, economic and cultural characteristics, was of particular interest to other States, in particular to the largest actors in international relations. At the present stage, in the context of historically determined aspects and the growth of international political tension, the issue of the influence of great powers on the development of the geopolitical situation in the Middle East is of particular importance. The purpose of this article is to conduct a comprehensive analysis of the history and current state of the influence of the Great Powers on the geopolitical situation in the Middle East in order to determine the specifics of their foreign policy in this direction in the existing realities of current international interaction. To determine the historical aspects of the formation of the influence of major actors in international relations on the geopolitical situation in the Middle East, the most relevant information sources were selected, such as modern research and scientific publications by domestic and foreign scientists, materials from information and reliable information on the research topic. The result of the research is expressed in the analysis of historical conditions and prerequisites for the formation of the influence of great powers on the geopolitical situation in the Middle East and the definition of current trends and aspects of this influence in the region in the context of the current state of international relations.

Today, many surveillance systems in China are fragmented and imperfect. However, the Party is working to improve them. China's initial efforts to control the Internet twenty years ago were futile. However, the Chinese Communist Party did what many thought was impossible and today exercises an incredible degree of control over the information environment within the country through censorship and state propaganda.
China has been at the forefront of digital authoritarianism at home and abroad, which can be seen as a threat to the global freedoms of other countries. The United States, along with other democracies, is actively trying to counter this illiberal use of technology by developing an alternative vision for the use of digital technology that preserves individual privacy and freedom.

RUSSIAN-SPANISH CULTURAL TIES (HISTORICAL AND POLITICAL SCIENCE ASPECT)
Russian-Spanish relations have emerged in various fields: diplomacy, economics, social, political and cultural spheres. The development of Russian-Spanish cultural ties has a long history. Their emergence is connected with the desire to establish allied relations against a common threat – the Ottoman Empire. The first cultural contacts arose in the 80s of the XV century. However, the actual cultural ties between the countries date back to the beginning of the first third of the XVI century, when diplomatic contacts were established. Before the XVII century. Relations between Spain and Russia were sporadic, but it was at this time that strong cultural ties between the two countries began to form. The basis of fruitful cultural cooperation between Russia and Spain is: the uniqueness and originality of the cultural traditions of both countries, a certain similarity of the national characters of our peoples.

CLIMATE POLICY IN A MULTIPOLAR WORLD
The article considers the problem of the effectiveness of the global climate policy implemented by various countries. The author notes that despite the large enough financing of decarbonization projects by different countries, no significant results have been achieved to reduce the rate of global temperature growth. At the same time, it is emphasized that the real counteraction to climate change primarily requires solving the problem of cross-country management of the planet's water resources, which necessitates the construction of a multipolar climate policy. The author concludes that it should be about the priority of the «water climate transition» over the «green» one. The author also comes to the conclusion about the priority of the strategy of «small things» over the strategy of global abstract promises.

TECHNOLOGIES FOR DEVELOPING NATIONS’ CIVIL AND POLITICAL COMPETENCE
This article is devoted to technologies for the nations’ civil and political competence formation. The political competence of citizens is the most important foundation of any state. It includes civil culture as an understanding of the norms of behavior in society, attitudes towards institutions of power, laws and legal customs. The foundations of civic culture are laid in the first stages of educating very young citizens. However, this kind of education does not end there; modern practices require the organization of social education at all stages of life, combining citizenship education and education in terms of rapidly changing norms of behavior and law, which is mainly depend on technological progress.
The purpose of this article is an analysis of the developing civil and political competence of citizens practice in the Russian Federation and the recommendations for adjusting existing practices. To do this, the author analyzes foreign experience, existing courses and practices. The research methodology is based on a systems approach that considers the political structure as an organized set of elements, concepts and paradigms determined in the process of socio-historical evolution of national politics and the political system itself.
The author comes to the conclusion that our country has all the tools for developing the civil and political competence of the population, however, there is no comprehensive coverage, and a number of existing practices can be improved. For example, social education in domestic schools should go beyond civics lessons, developing the competence of young citizens through historical examples and the law.

PARTY COMPETITION AS A COMPONENT OF THE PARTY SYSTEM: SOME THEORETICAL AND PRACTICAL CONSIDERATIONS
The article contains a political analysis regarding such a process, typical for the functioning of political parties, as party competition. It is considered as a subsystem process of general pathogenesis, party institutionalization and party functioning. On the basis of the theoretical concept of the systemic nature of parties and party systems of Y.G. Korgunyuk, the determinants and projections of party competition are considered. The objective needs of party competition within the modern Russian party system are actualized, as well as its problematic aspects are revealed. Possible directions of organizing party competition in the modern party system of the Russian Federation on the eve of elections to the State Duma of the Federal Assembly of the Russian Federation.

Everyone knows that whoever controls technology controls the future. The world is changing, and in this fierce struggle, the winners will be those who have the main strategic resource – Intelligence and systems that create knowledge-intensive products. The important global problem, not new to Russia, is economic efficiency. The modern competitive market requires continuous innovation, robotics and artificial intelligence, and as a consequence of stable business-science interaction. High-tech business is characterized by high intensity of research and development costs, international cooperation, large share of employed employees with higher education, as well as higher innovation activity due to interaction with scientific institutions. The transformation of the scientific and technological complex into a driver of economic growth is underway, and not by chance, by the Presidential Decree 2022-2031. Russia has declared itself the 10th anniversary of science and technology.
This article analyzes the solution of issues of technological sovereignty, the creation of a competitive business capable of implementing scientific breakthrough technologies in the alliance of business and science.

ON GEOPOLITICS AND THE CONSTRUCTION OF A GEOGRAPHICAL BORDER
The article attempts to consider the geographical location in socio-political and cultural-identification aspects. It is shown that the geographical boundary does not always have a significant natural and landscape basis, but it can partly be the result of a power-political decision. At the same time, acquiring legitimacy, the introduced concept already builds itself, constructs a border, but now a cultural one.

THE POLITICAL POTENTIAL OF THE BRICS IN THE TRANSFORMATION OF THE INTERNATIONAL SECURITY SYSTEM
The article examines the role and capabilities of Russia in solving world problems in order to ensure safe, sustainable conflict-free intercultural interaction. The experience of Russia, taking into account the components of its cultural code, can be useful from the point of view of a conceptual contribution to building a sustainably secure future together.
The theoretical significance of the study is expressed by the increment of conceptual knowledge regarding the foreign policy of national security, which makes it possible to reach a new level of understanding the topic and defining the problem field within which the state foreign policy of modern Russia in its relationship with national security is to be considered. Scientific novelty is determined by the identification of the role of the value approach in the implementation of foreign policy in the national security system.
The authors propose ways to improve the political interaction of the BRICS model, taking into account the transformation of the global system of direct and feedback links. The potential of the BRICS lies not in economic, but primarily in political interaction in order to build a unified, conceptually defined global image of the future.

PROSPECTS FOR COOPERATION BETWEEN RUSSIA AND TURKEY IN THE ENERGY SECTOR ON THE EXAMPLE OF SINOP NPP CONSTRUCTION
Turkey's energy sector experiences dependency on oil and gas imports; the development of non-renewable energy sources cannot guarantee the necessary energy effect for the Republic of Turkey. The construction of nuclear power plants will enable the country to ensure energy security through a cost-effective and productive energy source. Russia has nearly completed the construction of the Akkuyu Nuclear Power Plant, making it the sole partner capable of implementing the Sinop Nuclear Power Plant project for Turkey at present. The article provides an overview of Turkey's energy resources, establishes Russia's role in Turkey's energy policy, examines the historical background of the Sinop Nuclear Power Plant project, analyzes studies conducted by Turkish scholars on the Sinop Nuclear Power Plant project, identifies the overall risks of project implementation, and develops recommendations for the development of cooperation between Russia and Turkey in nuclear energy.

THE MIDDLE EAST VECTOR OF RUSSIA'S FOREIGN POLICY
The relevance of the study is determined by Russia's geopolitical and strategic objectives in the Middle East region, which is the most unstable due to its geopolitical position, the presence of countries with conflicting interests and the active participation of non-regional actors, as well as Russia's participation in the conflict in Syria.
The article examines the ways of realizing Russia's national interests in the Middle East region in the context of a changing geopolitical situation and the formation of a new multipolar world.
The importance of the Middle East region has been emphasized in all editions of the Foreign Policy Concept of the Russian Federation. Nevertheless, the implementation of the Russian Middle East foreign policy course is complicated by the political peculiarities of the region, its heterogeneity and the presence of other non-regional players. In this regard, the final part of the article is devoted to the challenges of implementing Russian foreign policy in the Middle East.

DECOMPOSITION OF MODELS OF EURASIAN INTEGRATION IN THE CONTEXT OF THE EMERGING MULTIPOLAR WORLD
Scientific attention to Eurasian integration is dictated by the current geopolitical situation, which is associated with the intensification of integration processes and the creation of new centers of global/regional governance in Eurasia. The accumulation of Eurasian integration as a model, which is an attempt to substantiate its various aspects in a common methodology, declares itself as a self-sufficient problem in international relations.
The article attempts to decompose the model of Eurasian integration based on seven elements. The author comes to the conclusion that they do not always complement each other harmoniously. Much depends on the individual characteristics of the States to which a particular model is applied. At the same time, the search for common patterns that determine the set and order of these elements based on the experience of various Eurasian countries will reveal the common meanings of Eurasian integration.

The Chinese government's recent entry into the financial technology market, including through significant investment in blockchain technology and the pilot launch of a central bank digital currency, is a long-term strategy to dominate the digital economy of the future. This strategy represents a new financial dimension to the great-power rivalry between China and the United States.

STATUS OF STATES AND ITS SIGNIFICANCE IN THE SYSTEM OF INTERNATIONAL RELATIONS
The article is a study of the concept of status in the system of international relations, analyzing its significance and impact on the dynamics of global politics. The main attention is paid to three criteria of status: recognition, conformism and group affiliation. They are considered as key factors determining the position of states in the international system and their ability to influence the formation of global norms.
An important aspect of the study is the consideration of the paradox of status and material capabilities: even with significant economic and military resources, a state cannot always achieve a high status without appropriate recognition from the international community. This highlights the socially constructed nature of status, which in turn serves as a basis for legitimizing states' actions on the world stage. Status thus becomes not only a reflection of current power, but also a strategic resource for shaping the future of international relations.
The article also focuses on the role of great powers in maintaining the balance of power and shaping international standards, demonstrating how they influence international stratification. By analyzing the concept of recognition and its self-reinforcing nature, the authors reveal the mechanisms through which the status of states is strengthened and redistributed in global politics.

EUROPEAN RHETORIC ON THE SPREAD OF DEMOCRACY IN ARAB COUNTRIES THROUGH THE IMPLEMENTATION OF NEIGHBORHOOD POLICY
The European Neighbourhood Policy, launched in 2004, envisages «improving relations between the EU countries and their neighbors in the eastern and southern directions, mutual sustainable development and economic prosperity, as well as the export of the European system of values and democracy». This project was originally supposed to play an important role in relations along the Europe-Neighbors axis and strengthen European influence in neighboring regions, but it did not achieve its main goals and underwent changes in 2011 after the events of the Arab Spring and in 2015 after the aggravation of the migration crisis. The article examines the evolution of the European Neighborhood Policy with a focus on «promoting the principles of democracy», as well as analyzes the changes that occurred in it after the events of the Arab Spring. In its first version, the European Neighbourhood Policy assumed that cooperation with democratic countries was the shortest way to solve security problems. In fact, European politicians were willing to cooperate with authoritarian regimes when it was profitable. After the events of the Arab Spring, the EU tried to revive the rhetoric about the importance of democracy, believing that the uprisings in Arab countries were dictated by the desire of the population to end authoritarianism, but this attempt to instill democracy again failed. The article shows that the lack of consistency in actions and double play led the EU to actually abandon the export of democracy and to devalue the principle of democratic priority in cooperation with the governments of Arab countries in the Middle East and North Africa for economic benefit, stability and strengthening European security, which raises the question of the sincerity of European politicians in their rhetoric about spreading democratic values.

"SOFT POWER" OF EDUCATION AS A STRATEGIC INSTRUMENT OF INFLUENCE IN INTERNATIONAL POLICY
Modern Russia faces an important task: taking into account international experience and national characteristics, to find effective ways to use "soft power" for promising and actively developing areas today, such as international educational policy.
The object of this study is foreign international policy. The subject of the study is the concept of "soft power" and the potential for using education as its strategic tool. The purpose of the study is to analyze the influence of "soft power" on the prospects and processes of education, as well as to determine the strategic possibilities of its use to solve modern problems of Russia in the international educational sphere. To achieve these goals, the study examines education as a strategic tool of "soft power", and also studies some practical aspects of "soft power" that have historically developed in Russia's educational policy.
"Soft power" of education includes such methods as the dissemination of national and cultural values, the export of education and the promotion of the language – all this together should lead to an increase in the resource of "soft power", becoming not only an item of income, but also forming an attractive image of Russia. "Soft power" can be considered only in the long term, while the effectiveness of its strategic impact on the outside world through international educational policy is high, as it leads to long-term and stable relations.

A review of the article on geopolitics and geography allows us to look at problems that seem to have been posed long ago and have already been largely explained and understood. Geopolitics and geography are inseparable phenomena in theories prone to dogmatism. But not only. The Western global system of the world offers models of fundamental differences in the interpretation of the same image or concept through geopolitical ideas. And so on throughout the content of globalistics and geopolitics. Globalists, supporters of a unipolar world, have one idea. Other ideas are held by those who adhere to the value of a multipolar world order. From the review and in the course of the analysis of the article, we come to the conclusion – we can arrange our ideas, feelings, expectations, moods, preferences along parallel lines of the global and non-global picture of the world order. And this will be a reference point, who is with whom, and who is on whose side.

MODERN TERRORISM: SPECIFICS, DYNAMICS, TRENDS
The article analyzes the processes and phenomena of recent times that characterize modern terrorism. It is noted that, despite a slight reduction in the number of terrorist attacks, the lethality of terrorism is increasing. There is a movement of the epicenter of terrorist activity from Western Asia and Afghanistan to the Sahel region. Particular attention is paid to the situation in Central Asia, which has an impact on the security of the Russian Federation. The work also examines the trend towards the intensification of terrorism. It manifests itself in the fact that the number of terrorist attacks is decreasing; they are carried out by fewer groups, but with a larger number of victims.

HISTORICAL-COMPARATIVE ANALYSIS OF THE ACTIVITIES OF THE ‘RUSSIAN LIBERATION ARMY’ AND ITS MODERN TERRORIST FOLLOWERS: THE ‘RUSSIAN VOLUNTEER CORPS’ AND THE ‘FREEDOM OF RUSSIA’ LEGION
In every historically significant military conflict among the population of the opposing sides there were individuals who did not share the policy of their own state. Adherents of opposition ideas united in separate movements from the state troops, thus demonstrating their own disagreement with the goals of the country's Armed Forces.
The purpose of the study is to examine the historical regularity of the existence of opposition paramilitary formations, which are a specific reaction of radicalized associations to the acute political situation in the state.
In order to achieve the stated goal, the following tasks were set before the study:
1. To study the nature, goals and historical fate of the paramilitary formation of the times of the Great Patriotic War – the Russian Liberation Army of General Vlasov.
2. To study the biography and consider the ideas of the main leaders of modern illegal associations.
3. To study the goals, ideas and structure of the opposition radical formations – Legion “Free Russia” and “Russian Volunteer Corps”.
4. To consider the consequences of sabotage activities of paramilitary formations in the course of military operations on the Russian-Ukrainian borders and directly on the territory of Russia.
5. To determine the common beginnings and reasons for the emergence of opposition paramilitary formations.
In the course of the study used general scientific methods such as comparison, analysis synthesis and others. Such special methods as document analysis, biographical, statistical, sociological and other methods were also used.
The study revealed a specific historical parallel between the opposition military associations of the present and the times of the Great Patriotic War. On the examples of the Russian Liberation Army of General Vlasov (1942-1944) and two similar in character existing at the moment associations of the Russian Volunteer Corps and the Legion “Free Russia” the negative social phenomenon is seen – a fierce reaction of society to the existing political situation of the state, which is followed by unification in opposition formations of paramilitary type.

TO THE QUESTION OF THE CAUSES OF THE RISE OF NEO-NAZISM IN UKRAINE: THE ROLE OF LEADERS AND ELITES
The presented research is devoted to the reasons for the rise of neo-Nazism in Ukraine. The paper gives an interpretation of possible reasons causing the rise in popularity of neo-Nazi ideas in Ukraine.
The purpose of the study is to examine the reasons for the introduction of neo-Nazi ideas into the public consciousness of Ukrainian citizens, as well as to determine the conditions that contribute to the strengthening of these ideas in the form of near-state ideology.
In order to achieve the stated goal, the following tasks were set before the study:
1) To study the essence, goals and primary sources of neo-Nazi ideas;
2) To conduct a historical analysis of the activities of the organization of Ukrainian nationalists;
3) To determine the signs of the spread of neo-Nazi ideas in modern Ukraine;
4) To consider the reflection of neo-Nazi ideas on the examples of educational programs of Ukrainian educational institutions;
5) To determine the common beginnings and reasons for the wide spread of neo-Nazism in Ukraine at the present stage.
In the course of the study were used general scientific methods such as comparison, analysis synthesis and others. Special methods – document analysis, biographical, statistical, sociological and other methods were also used.
The study revealed a specific historical parallel between the organization of Ukrainian nationalists in 1929 and the modern movement of neo-Nazis in Ukraine. Real precedents of destructive clashes between Ukrainian neo-Nazis and representatives of certain nations have been considered. The influence of the Government, state mass media, the Ministry of Education and Science of Ukraine on the strengthening of neo-Nazi ideas in the minds of Ukrainian citizens is studied. The reasons and conditions for the spread of neo-Nazi ideas were identified: the pronounced resentment of Ukrainians towards Russians, the glorification of collaborators of the Great Patriotic War, the weakness of the Ukrainian regime and its lack of political will to combat the spread of these ideas in society.

THE INFLUENCE OF LOCAL IDENTITY ON THE EFFECTIVENESS OF POLITICAL MOBILIZATION (PART TWO)
The article presents an empirical analysis of the relationship between local political identity and the process of political mobilization. We have verified the hypothesis set out in the first part of our work, according to which local identity has a positive effect on the effectiveness of the process of political mobilization. Using an online panel survey of 7,330 respondents, we examine the relationship between the ways in which respondents describe their city of residence and its residents with the frequency of participation in various types of collective action.

POLICY OF TSARISM IN CHECHNYA IN THE MIDDLE OF THE XIX CENTURY
The scientific article analyzes the specifics of the struggle of the highlanders of the North-Eastern Caucasus against the establishment of tsarist power in the region. A significant part of the inhabitants of Chechnya, including influential representatives of the Chechen people, at that time supported the pro-Russian authorities in every possible way. It is emphasized that the residents of Chechnya, the supporters of Imam Shamil among the people, among other things, were significantly influenced by economic reasons (i.e. the implementation of trade turnover), active stimulation of the voluntary transition of Chechens to the side of the Russian Empire. As a result, hundreds of Chechen families voluntarily began to move to the lands assigned to them, swearing allegiance to the Russian throne. There was also the Kunta Haji doctrine, which called for reconciliation with Russia. As a result, by the end of 1857, Chechnya was fully integrated into the Russian Empire.

SOCIALLY SIGNIFICANT INTERNET SPACE AS THE NEXT STAGE OF DIGITALIZATION OF INTERACTION BETWEEN THE STATE AND SOCIETY
Modern technologically advanced states take into account the Internet as an integral element of their information policy. The interaction of the state and society with the significant spread of the Internet in the state inevitably goes through a stage of digitalization, when citizens of such a state become available to interact with authorities and other state institutions through Internet information resources in the form of submitting applications, appeals, petitions, demands, as well as in the form of obtaining necessary information and services from public authorities the authorities. Interaction through such resources is equivalent to official communication between political and administrative actors and stakeholders. The totality of such resources becomes an integral element of the exercise of state power and an instrument for meeting public demands, thereby becoming socially significant and critical in the context of the implementation of political tradition in the state. For the correct functioning of a socially significant Internet space, certain conditions and compliance with certain requirements on the part of both society and the state are necessary, including the availability of a regulatory legal framework, user identification, a high level of security and the direct participation of the state itself in the formation of such a space. A socially significant Internet space as a separate segment of the Internet may have its own internal rules of use and limited access, for example, only for persons with citizenship. Such advanced mechanisms of digital interaction between the state and society make it possible to multiply the efficiency of government agencies and services, reduce associated costs and increase the level of social satisfaction.

DOUBLE STANDARDS IN SPORT: ROLE OF ELITES
The article discusses the issue of the emergence of doping, as well as give examples of Russian athletes who have been involved in doping scandals. The policy of double standards in the Olympic Games and other world and European level competitions, the impact of this policy on the lives and results of athletes is described in detail. The legality of the participation of transgender athletes in women's competitions is considered. The article describes in detail the sports careers of people who have experienced the consequences of unfounded accusations of doping, and also examines such an innovation in Russian sports as the "Games of the Future" – representing an alternative to the Olympic Games. The purpose of the scientific article is to develop proposals for the exclusion of doping substances during the Olympic Games, which is achieved by solving certain tasks of studying the historical formation of the introduction of doping at the Olympic Games, considering the harmful and destructive nature of harmful doping substances, considering actual examples of the negative impact of doping on the outcome of competitions and international games, practical application of the developed methods of combating with the anti-doping of international and national organizations. When writing an article, performing tasks to achieve this goal, the following scientific methods are used: analysis, the process examines the use of doping since the beginning of the development of the Olympic Games in Greece, also analyzes and is supported by practical examples of the use of doping in modern times. Comparison, identification of the past and the present takes place in order to understand the fundamental changes in the use of doping substances. The deductive method consists in describing the use of doping in general, gradually turning into consequences for the games and the person himself. The result of the written article is a proposal for the creation by international and national anti-doping organizations of regulations and prohibitions on the use of such substances.
The conclusion is the possibility of an honest and fair fight in competitions without doping.

HUMAN CAPITAL MANAGEMENT AT REGIONAL AND CORPORATE LEVELS
Introduction: the article discusses the theoretical and methodological aspects of human capital management at the regional and corporate levels, revealing a set of common and distinctive characteristics in this mechanism. A reasonable conclusion is made about the presence of a close correlation between the targets of regional and corporate management in this matter, which requires the development of general tools to improve the qualitative and quantitative characteristics of human capital. Obtaining maximum positive results from corporate management in the wake of human capital management is not possible without an effective regional policy that generates a number of socio-economic and demographic effects.
Purpose and objectives: the purpose of the work is to study the features of human capital management at the regional and corporate levels. The article solves the following problems:
– clarify the essence of human capital from the perspective of regional and corporate management;
– to form conceptual models of human capital management from the position of corporate and regional management;
– present a basic set of indicators for assessing the effectiveness of human capital management at the regional and corporate levels.
Research results: the team of authors clarified the theoretical and methodological aspects of human capital management, taking into account the specifics of regional and corporate management, which are expressed in the formation of conceptual models of target impact based on a comparative analysis of similarities and differences in a number of relevant parameters.

INVESTMENT ATTRACTIVENESS OF THE CITY IN CONDITIONS OF INSTABILITY
Introduction: the article presents theoretical and practical aspects of assessing the investment attractiveness of a city in conditions of macroeconomic turbulence and geopolitical challenges. The investment attractiveness of a territory is the most important object of management by local governments, since a high-quality solution to this problem allows generating a wide range of relevant socio-economic effects. Investment attractiveness is a complex of factors that objectively exist and are formed by the active position of local governments, contributing to the systemic growth of investment activity across the socio-economic space of the territory. The presence of a favorable investment climate acts as a factor in the progressive development of the socio-economic system of the municipality due to the expansion of production potential, the emergence of opportunities for technological transformations, increased entrepreneurial activity, scaling of commercial infrastructure, increased social investment and increased demand in the labor market. A comprehensive synthesis of the results of analytical diagnostics forms an objective opinion among potential investors regarding the advisability of investing in the socio-economic space of the territory. In this regard, representatives of municipal management must make significant efforts for the systematic growth of key indicators of a quantitative and qualitative nature, reflecting the level of investment attractiveness of the territory. Thus, investment attractiveness is an objective result of the management activities of municipal authorities, which ensures the attraction of corporate and private investments to form a progressive track of socio-economic development.
Goal and objectives: the purpose of the work is to clarify the relevance and conduct a practical assessment of the investment attractiveness of the city under the existing socio-economic conditions. Achieving the set goal occurs as a result of solving the following tasks:
– clarify the theoretical significance of investment attractiveness in the city management system;
– carry out diagnostics of fundamental indicators of socio-economic development of the city of Kursk;
– summarize the results of assessing the development of the urban socio-economic space in the vector of creating a favorable investment climate.

THE CIVILIZATIONAL FACTOR OF RUSSIA'S DEVELOPMENT IS MICRO-PRECISION MANAGEMENT OF THE SOCIAL ECONOMY
Introduction. Exploring the micro-precision management of the social economy as a civilizational factor in the development of Russia, the philosophy, concept and strategy of micro-precision management of the social economy, the policy of the new social economy, based on the preservation and development of traditional Russian spiritual and moral values based on the principles of patriotism, human priority, social justice and equality of opportunity, including through the digital transformation of the economy and social sphere, implemented through national projects of the Russian Federation. Micro-current management of the social economy is based on the idea of discreteness of micro-current changes in the social environment through controlled micro-impulse influence on the behavior of individuals, society as a whole, and, as a result, on the country's economy as a whole. The following can be mentioned as important advantages of micro-precision management of the social economy: high accuracy, high efficiency, procedural flexibility. Since the regulatory-discrete functions of the social economy have a multitasking horizon of socio-economic events, there is a need to use directional-restrictive principles of social economy management, among which it is proposed to include: relevance, predictability, verifiability of hypotheses, manageability. Considering the development of social economics as a science, explaining the basic problems and patterns of relations between an individual or a group of people with modern society, through the theoretical foundations of micro-precision management of the social economy, it becomes possible to apply the latter, through the projection of the conditions of socio-economic development of modern society, as a developing component of economic theory.
Purpose and objectives. The main purpose of the study of micro-precision management of the social economy as a civilizational factor in the development of Russia was to establish a link between various economic theories and social economics and to propose an effective tool for its implementation at the social level complementing the social economy. At the same time, basic tasks have developed that allow using micro-precision management of the social economy: a) to form the civilizational horizon of Russia; b) progressively, discretely, evolutionarily and purposefully influence the formation of public opinion, managing social processes, the development of the social environment; c) form, develop and instrumentally accompany migration processes, labor resources and labor potential of society within the framework of demographic policy; d) effectively manage the social environment and the economy of regions and the country as a whole.
Research result. As a result of the study of social economy as a subject of general economic theory, the importance of supplementing the conceptual scheme of the formation and development of the social economy with such a tool as micro-precise management of the social economy was determined, the practical application of which can allow not only the development of economic theory, but also the development of a complex of critically small, but synergistically measures that are effective in influencing various aspects of the social economy and social environment in order to achieve specific socio-economic results or change social phenomena in a strategic perspective.

INVESTMENT CLIMATE OF THE TERRITORY AND ITS ASSESSMENT
Introduction: the work clarifies certain theoretical and methodological aspects of assessing the investment climate, and also diagnoses the severity of its components using the example of the city of Kazan. Given the current geopolitical situation, the formation of a favorable investment climate is of strategic importance from the point of view of ensuring economic growth and expanding the social potential of the territory. Achieving a nationwide positive investment climate is a synergistic result of increasing the level of favorable investment space for each territory separately. In this regard, regional and municipal authorities should pay significant attention to the problems of managing the investment climate in order to increase investment activity in the controlled socio-economic space. Solving this problem is largely complicated by sanctions pressure from unfriendly countries, which degrades the potential of foreign investment. Thus, the search for internal reserves for intensifying investment processes comes to the fore by creating a comfortable administrative and managerial environment in relation to existing and potential subjects of investment activity.
Goal and objectives: the goal of the work is to assess the investment climate of a specific territory based on the selected methodological tools. The objectives of the article include the following provisions:
– justify the relevance of proactive management of the investment climate in conditions of geopolitical turbulence;
– to clarify the methodological tools for diagnosing the investment climate of the territory, taking into account the identification of focal management points;
– analyze the investment climate of the city of Kazan.
Research results: the team of authors presented the results of assessing the investment climate of the city of Kazan based on the established current methodology. The results of the analytical diagnostics performed allow us to conclude that there is a favorable investment climate in the managerial, administrative and socio-economic spaces of the city of Kazan.

ESG DEVELOPMENT OR "GREEN CAMO": RESPONSIBLE BUSINESS DEVELOPMENT TRENDS IN RUSSIA AND THE WORLD IN NEW CONDITIONS
The global economy is undergoing a global transition to business standards based on ESG principles – a new stage in the development of the concept of social responsibility. At the same time, investments in the ESG sphere create some restrictions for businesses, which in the new conditions are trying to reduce costs and only create an image of a responsible business, resorting to the so-called greenwashing. In the context of increasing risks for the economy, the risks of nominal and decorative adherence to the ESG agenda are also aggravated, which, in turn, creates long-term problems for the entire society.

THE INTEREST IN E-COMMERCE AND THE RISE OF E-COMMERCE
E-commerce has become an indispensable part of today's business activities, and with the changing times, interest-based e-commerce is gradually emerging as a new form. This article conducts in-depth research and analysis on the evolution and current situation of e-commerce, the rise and impact of interest-based e-commerce, the business models and operational strategies of interest-based e-commerce, as well as the technological innovation and risk challenges of interest-based e-commerce, revealing the development trends and commercial potential of interest-based e-commerce. The study found that interest-based e-commerce has unique advantages in meeting personalized consumer needs, enhancing user experience, and expanding market space, and has a positive impact on traditional e-commerce models. In addition, the innovative business models and operational strategies of interest-based e-commerce have injected new vitality into the e-commerce industry, while also facing technological innovation and risk challenges. This research provides valuable references for understanding the development trends of interest-based e-commerce, exploring its business models and operational strategies, and addressing its technological innovation and risk challenges, and is of great theoretical and practical significance for promoting the sustainable development of the e-commerce industry.

MILITARY-POLITICAL AND ECONOMIC COOPERATION BETWEEN RUSSIA AND CHINA WITH THE CENTRAL ASIAN STATES. REGIONAL COOPERATION OR CONFRONTATION?
At present day, that Russia is forced to pursue a special military operation to demilitarize and denazify Ukraine, actively supported by the NATO forces, and its eastern part, in particular, the forces of the collective West are not asleep on the fields of the Central Asian region, striving with all their might to destabilize the former Soviet republics of Central Asia, which broke up into five independent states. In the very heart of the region, rebellious Afghanistan languishes, in which power was seized by the «Taliban» in August 2021, according to some reports, cooperating with ISIS units. Against the background of the shaky foreign policy situation around Russia in the region of Central Asia, the activities of the Ministry of Internal Affairs and the Ministry of Defense of China, as well as numerous corporations, are gaining momentum, highly interested in entering new geopolitical frontiers, giving China the opportunity to increase influence on the Eurasian continent, which, however, contradicts Russia's foreign policy interests. Will Russia and China, which are actively extrapolating their power to the Central Asian region, be able to cooperate in parallel in several directions, or will the strategic partnership develop into a hidden rivalry?

NATO'S MILITARY DOMINANCE STRATEGY BASED ON THE DEVELOPMENT OF ARTIFICIAL INTELLIGENCE CAPABILITIES
The article considers the Euro-Atlantic Alliance's strategy in the field of artificial intelligence. It is shown that this technology is becoming fundamental and will further influence the entire range of key areas of the North Atlantic Alliance, so the current NATO Strategy in the field of artificial intelligence includes the areas of data analysis, imagery and cyber defense. The experience of the NATO bloc and key documents are analyzed, emphasizing that Alliance governments have expressed their commitment to the principles of responsible use as one of the most important components of the NATO Strategy for Artificial Intelligence and that AI applications must comply with six basic principles. The Strategy notes that a shared commitment to these principles can provide practical benefits to NATO, as the document provides a common framework for the design and development of artificial intelligence applications by NATO Member States, while ensuring operational coherence. Thus, the Strategy notes that NATO can foster the necessary linkages between technological and physical security, responsible use, and interoperability.
The author concludes that at the present stage, NATO member states and partners of the North Atlantic Alliance, as well as the largest American technology corporations put the issues of benefits here and now in the geopolitical arena higher than potential threats to international information security in the relatively near future, developing and providing modern high-tech solutions based on artificial intelligence.

CHINA AS A COMPETITOR TO THE USA FOR LEADERSHIP IN THE MODERN SYSTEM OF INTERNATIONAL RELATIONS
The article examines the current process of deglobalization as a phenomenon of rebalancing political forces on the world stage, in particular between the United States and China. The purpose of the study is to assess the likelihood of China's emergence as a new leader in the system of international relations against the backdrop of its competition with the United States of America. The research method is a comparative review and critical analysis of current political events in the modern system of international relations, the global agenda with crises and regional conflicts, against the backdrop of worsening bilateral relations between Beijing and Washington. As a result of global challenges, such as regional conflicts and the consequences of the global lockdown due to COVID-19, the modern architecture of international relations is being rebuilt. The author examines the process of deglobalization as a factor influencing the emergence of a bipolar world order modeled on the USA and the USSR in the second half of the twentieth century; in the new realities, China appears in the place of the Soviet Union, as a power capable of competing almost on equal terms for global influence in global political processes. The author concludes that the conditions of deglobalization provide states with tools for promoting national interests and instruments of influence in the formation of a world order, and the likelihood of the formation of two overlapping international orders, each of which is relatively open internally, but relatively closed from the other, is high in the current turbulent environment of international relations.

FOOD SECURITY IN THE WORLD: FAO'S ROLE IN ADDRESSING GLOBAL CHALLENGES
In the last decades, the global food problem has faced challenges related to a sharp increase in prices for agricultural crops. This has led to the expansion of the food crisis in areas that previously did not show signs of food shortages, especially in regions with low income levels. These changes in prices have triggered economic and social tensions, which are exacerbated by inflation and poverty. There is a threat of a shortage of food production for the population and animals.
Based on this, the problem of food security acquires global significance, requiring priority attention and concentration of efforts from the global community. Specialized UN agencies, such as FAO, play an important role in addressing these issues.
The Food and Agriculture Organization of the United Nations (FAO) was created to combat the problem of hunger and agricultural development. The organization's main objectives include improving the quality of nutrition and life, increasing agricultural production, and saving humanity from hunger and malnutrition. FAO is the UN's main center for collecting and analyzing agricultural and nutrition statistics, and it cooperates with member states to improve the quality and coverage of data.

The study looks at the role of public diplomacy as a tool of modern foreign policy, stressing the importance of communication with the public and the formation of a positive image of the country on the international stage. This research analyzes practices of using various channels and means of communication to create trust, establish a dialogue and strengthen diplomatic relation. The study also includes a comparison of the practices of two major states, which allows us to identify the features of the use of public diplomacy in achieving foreign policy goals.

ORGANIZATIONAL AND LEGAL FOUNDATIONS OF DUAL EDUCATIONAL PROGRAMS OF RUSSIA AND CHINA
The scope of this article is related to understanding the problem of implementing joint educational programs with the participation of higher educational institutions of Russia and China. The purpose of the study is to understand the organizational and legal foundations of dual educational programs in Russia and China. The objectives of this study include consideration of issues related to the structural and organizational features of dual educational programs in Russia and China; determination of the strategic legal basis for the participation of the two countries in these programs.
The methodological basis for writing this article was a combined approach that allows us to consider the organizational and legal foundations of dual educational programs in Russia and China using general scientific research methods and special methods.
The result of this study was the substantiation that Russia and China are currently active participants in bilateral educational programs. As a result, China has achieved impressive success in this area, and Russia finds itself in the position of a country that has not fully formed its vision and its strategic priorities in this area of educational activity. In this regard, it is now necessary to determine a strategy for Russia’s participation in this area of educational activity.

STRATEGIC COMMUNICATION IN CONTEMPORARY EU AND NATO POLICY
It is shown that strategic communications technologies, as an element of modern EU and NATO policy, are designed to ensure the systematic formation of a positive image of NATO and the European Union for the international community and discredit their ideological opponents. It is noted that in recent years strategic communications have become an increasingly important and operational area of activity for the North Atlantic Alliance and the EU. At the same time, the EU borrowed from NATO's experience and revised the organizational structure of its "strategic communications". Using the example of strategic communication between NATO and the EU, the key conceptual features of this approach and the tools used within it are presented. It is shown that the model of strategic communications of NATO and, accordingly, the EU is based on the coordinated use of information and communication technologies to support foreign policy and active participation of NATO and the EU in the information space, using social media and various communication platforms, to conduct information operations and assess public opinion and media monitoring.

COOPERATION IN THE FIELD OF CYBER SECURITY AND COMBATING CYBER TERRORISM WITHIN THE FRAMEWORK OF THE SCO
This article examines the cooperation of member states within the Shanghai Cooperation Organisation (SCO) in protecting cybersecurity and combating cyberterrorism. The significance of the study lies in analysing the changes in the SCO's cybersecurity policy and exploring the organisation's special role in the fight against terrorism. In the context of globalisation and digitalisation, the topic of cyberspace has become one of the key topics for the SCO. The study concludes that the SCO's effectiveness in this area is hampered by factors such as the lack of intelligence sharing mechanisms, language barriers and technological development. Deepening intelligence and legal co-operation among member states is an inevitable measure to enhance the effectiveness of the SCO in preserving cyber security and combating cyber terrorism.

THE EVOLUTION OF RUSSIA'S FOREIGN POLICY APPROACHES IN THE ARCTIC REGION
The article examines the evolution of Russia's foreign policy approaches in the Arctic region. The author analyzes the main stages of the development of Russian foreign policy in the Arctic, identifies the key factors influencing the formation of these approaches, and evaluates their effectiveness. Special attention is paid to the current challenges and prospects of Russian foreign policy in the Arctic region in a changing geopolitical environment. The article also examines the prospects for the development of Russia's foreign policy in the Arctic and possible ways to solve existing problems. The article pays special attention to international cooperation in the Arctic region and the role of the Arctic Council in shaping Russia's foreign policy. In the face of climate change and melting ice, the Arctic may become a new sea route connecting Europe, Asia and America. This opens up new opportunities for the development of shipping, fishing and extraction of natural resources. However, the use of the Arctic's transport potential requires careful planning and coordination of efforts by all stakeholders.

CHALLENGES AND OPPORTUNITIES FOR ENERGY SECURITY IN RUSSIA'S FOREIGN POLICY AFTER 2014
This article analyses Russia's energy security and dislocations in the context of geopolitical transformations and crises after 2014. After the crises and sanctions, Russia started to attach more importance to energy in its security strategy. This study elaborates on Russia's measures and objectives to diversify its energy exports and integrate into alternative markets. Specific importance is given to potency for energy cooperation and diplomatic initiatives that can strengthen Russian international presence in the energy sphere and shape its foreign policy in this direction. The article also highlights the main challenges and opportunities that Russia may face when conducting energy diplomacy and ensuring energy security in conditions of political volatility and sanctions.
