THE CONCEPT OF THE WELFARE STATE IN THE CONTEXT OF RIGHT VARIOUS IDEOLOGICAL DOCTRINES

In the context of right-wing ideological doctrines (conservatism, liberalism, populism, fascism), the idea of the welfare state is considered as a form of social organization of the collective life of the nation, in which the public good is understood primarily as the welfare of citizens, and the state plays a key role in protecting economic and social welfare.

FRACTAL EMERGENCE PROPERTIES OF POLITICAL POWER OF RUSSIAN LOCAL CIVILIZATION

Examining the basic properties and power processes taking place in the Russian local civilization, one can note its key property – the reproducible similarity of various elements. This circumstance makes it possible to assert the fractal structure of the power of the Russian local civilization. At the same time, an important factor is not only the presence of fragmentation in the structural elements and the uniformity of relations and basic behaviors repeated at all levels. Like any complex system, the Russian local civilization maintains structural foundations with the help of not only identity mechanisms and vertical adjustment, but also horizontal expansion of the space of meanings. The relevance of this article lies in the need to study these processes, as well as to clarify the basic principles and foundations of the existence of political power within the framework of Russian local civilization.

ABOUT THE SOCIO-CULTURAL FEATURES OF THE FORMATION OF THE WORLDVIEW OF THE TURKS

In the vast expanses of Eurasia, the Turkic world exists and is successfully developing, loudly declaring itself. As well-known, the Turkic state of Kazakhstan was the initiator of the creation of the Customs and Economic Eurasian Union. The Turkic world is much older than the Russian world; the intra-Turkic economic and cultural ties constantly strengthen and consolidate the world of the Turks. Over the past 25 years, more than a dozen Congresses of Friendship and Cooperation of Turkic states and peoples have been held in Turkey and many CIS countries. The interstate organization TURKSOY works in the field of intercultural relations of the Turkic peoples. In this article we made an attempt to reveal the origins and inner content of the socio-cultural features of the formation of the worldview of the Turks and to show special and common elements in philosophical reflections.

ABOUT THE HISTORICAL AND CULTURAL FOUNDATIONS OF THE PEOPLES OF CENTRAL ASIA AND THEIR INFLUENCE ON THE DEVELOPMENT OF MONUMENTAL AND DECORATIVE ART

The main type of artistic creativity in the architectural structure of Central Asia is monumental painting. The high development of monumental painting in Central Asia arose at the beginning of the first decade of the late twentieth century. This contributed to the comprehensive development of all Central Asian countries. To date, control over all regions without this monumental painting has not occurred in world history. Monumental painting is found here in many parts of the architectural structure. The ornaments looked especially unusual. Monumental images began to occupy the main place in the walls and domes of architecture. These works were often called frescoes, but this was an erroneous explanation. In the eastern part of Central Asia, the wall was followed by dry plaster with a thin layer of sturgeon glue-clay or alabaster. There was a peculiar theme and plot of painting here.

INTERNATIONAL ASPECTS OF WATER LEGISLATION: MODELS OF TRADE-IN WATER RIGHTS IN CHINA

The subject of the article is connected with a very important aspect of the development of modern international relations – the efficient and economical use of water resources in the context of the states development. The problem of efficient use of water resources lies not only in the economic, but also in the legal field. The implementation of transactions on trade in water rights, as well as the distribution of water rights between economic entities, seem to be the most important elements of the internal development of both China and other states. In the context of the specifics of China's water law, the topic of the article seems particularly relevant. The purpose of the study is to identify the features and specifics of existing models of water rights trading in China. Results: In China, the water rights trading market is represented by different models of transactions that fully disclose the nature of the participants in the transaction, the specifics of the transferred rights to water resources, etc. Thus, among the models we can distinguish: interregional and intersectoral trade in water rights, trade in water rights between water users, collective trade in water rights, "inter-basin" trade in water rights, as well as trade in water rights in the upper and lower reaches of rivers. The characteristics of these models are presented in the article.

CONTEMPORARY TEMPORAL STUDIES IN WORLD POLITICS

This article discusses the state and major trends of contemporary temporal studies in world politics. Key categories of political time analysis are explored. The author notes that time returns to the mainstream of political thought. However, it is emphasized that in recent publications the role of temporality in world politics is being reconsidered. There is a revision of space-time relations in academic discourse of world politics, and there is also a clear transition from a unitarian linear time to a plurality of times and political realities. Combined with this, the principles of analysis of world political development, which is becoming much less predictable and definite, are changing. According to the author, this state of affairs demonstrates once again not only the popularity of critical temporal works in world politics, but also the alternating subject of research (“temporal turn”), as well as a change of world view in political science in general, which has not yet been empirically confirmed by any research on the issue. This fact indicates the need for such study in the future.

THE CIRCUMSTANCES OF THE ELECTORAL SYSTEM IN REPUBLIC OF LEBANON

In this article the circumstances of the electoral system of Lebanon and its crisis are considered. It is noted that the Lebanese confessionalism prevents national unity of society and contributes to its fragmentation and pre-election alliances, in fact don’t unite the population but create additional disagreements, including social. It is also stated that clannishness of wealthy families, nominal status of constitution, non-compliance of peace agreements and intervention of foreign states as well as their meddling into elections lead to corruption, buying the votes and, therefore, crisis in the country. Thus, only national identity and closed party lists can make the electoral system in the country more fair and unbiased.

THE MECHANISM OF ELECTABILITY IN THE FORMATION OF PUBLIC AUTHORITIES IN RUSSIA AND ITALY

Revealing the problems of electoral processes in the article, the author formulates a hypothesis about how the political system of Russia can develop and change through comparison with the experience of reformation of the Italian political system. In carrying out his research, the author used the modeling method which allowed him to consider various types and methods of holding legislative elections in order to derive a realistic ideal model adapted to the requirements of modern society and the state. The epistemology of the research lies in the fact that the object of knowledge in this scientific work is electoral processes and technologies directly targeted by the cognitive activity of citizens. The subject of cognition is a separate individual, a citizen who has the right to elect or be elected to government bodies, as well as social groups (political parties, social movements, factions and coalitions in parliaments) that carry out cognitive activities. It makes it possible to track the specific interaction between the subject and the object, the ultimate goal of which is to achieve the truth, to provide technologies, algorithms, models and programs aimed at mastering the object in accordance with the needs of the subject. The methodology used by the author is based on the structural analysis of such concepts as “system,” ”elections” and “process” in the context of universal general scientific dialectical and systemic approaches. The research is based on the principles of science, historicism and objectivity which reveal the patterns and features of electoral systems, the electoral process and technologies. These principles contributed to the systematization of objective knowledge about reality and critical perception of facts without taking them away from the political environment, made it possible to create a reliable picture of public elections, as well as to determine the contradictions and mutual influences of various factors on the object of research. This scientific development is based on the principle of objectivity in the study of the mechanisms of electability in the formation of public authorities in Russia and Italy and transformation thereof under the influence of external and internal political processes.

ANALYSIS ON THE HISTORY AND THE TREND OF UKRAINE’S RELATIONS WITH RUSSIA BASED ON QUANTITATIVE RESEARCH

Ukraine is located in the center of Eurasia and borders with many countries. After the dissolution of the Soviet Union, Ukraine became the target scramble among Russia and Western powers. However, Ukraine's domestic ethnic and religious components are complex, its cultural and political tendencies are severely divided. Moreover, its domestic oligopoly and economic recession have caused great uncertainty in its foreign strategy. Accordingly, it is of great practical significance to analyze the national transformation of Ukraine. This paper uses the method of quantitative research on international relations by Tsinghua University to calculate and study the relations among Ukraine with Russia. At the same time, it analyzes and studies Ukraine’s domestic situation and international order on this basis. this paper analyzes the domestic situation and international order, providing suggestions for the Ukraine’s international relations and development.

REVIEW OF THE ARTICLE BY CHINARA SAFAROVA FACTORS DETERMINING GEORGIAN POLICY OF TURKEY (1991-2019) V.U.

The review article attempts to analyze Turkish-Georgian relations in the context of geopolitical stability and Russia's interests in this region. In this regard, the topic chosen by the author of the reviewed article is certainly of scientific theoretical and applied political interest. Relations between Turkey and Georgia are an essential element of the system of strategic stability both in the South Caucasus and in a broader political and geographical context.
