SOCIO-POLITICAL ORGANIZATIONS IN THE STRUCTURE OF CIVIL SOCIETY IN RUSSIA

The construction of civil society, including in the political sphere, is becoming increasingly developed in Russia. The political activity of citizens in recent years has acquired a broad patriotic direction, which indicates the latent nature of the political component of civil society, which manifests itself in a changing political situation. The activities of socio-political organizations aimed at increasing the public good are a catalyst for the accumulation of human capital in the Russian state.

COMMUNICATION STRATEGY OF ST. PETERSBURG IN THE CONTEXT OF THE ARCTIC POLICY OF THE RUSSIAN FEDERATION

The article is devoted to the study of the specifics of the communication strategy of Saint Petersburg, a city of federal significance, which is actively involved in the implementation of the state Arctic policy of the Russian Federation. It is noted that the institutionalized inclusion of Saint Petersburg in the space of Arctic communications, which was caused by the creation in 2018 of the relevant executive body – the Saint Petersburg Committee for Arctic Affairs, has led to the need to find methods and means of presentation in the new environment. Using the case study method, the author focuses on the issue of developing communication and media support for policy implementation in the Arctic direction. The results obtained allow us to conclude that the image of Saint Petersburg in media space is being formed as a city with significant Arctic competencies.

THE RELATIONSHIP BETWEEN DIRECT AND REPRESENTATIVE FORMS OF DEMOCRACY IN THE SYSTEM OF LOCAL SELF-GOVERNMENT IN RUSSIA

The institution of direct democracy at the level of local self-government is enshrined in the Constitution of the Russian Federation. The implementation of the principle of direct democracy occurs in its direct and representative forms. These two forms are in a constant process of interaction and mutual influence, reflecting not only their strengths and weaknesses, but also a certain political competition between them. It has been proven that it is not productive to talk about the priority or advantages of any form of direct democracy, direct or representative. Currently, their effective relationship is expressed in the synthesis of forms, the balance between them, their interaction and mutual influence.

THE MAIN SOURCES OF INTERNAL AND EXTERNAL THREATS TO REGIONAL SECURITY: ON THE EXAMPLE OF THE ROSTOV REGION IN THE CONTEXT OF A SPECIAL MILITARY OPERATION

The article explores the modern sources of external and internal threats to the regional security of the Rostov region during the period of a Special military operation. The importance of regional security policy for timely response, prevention of problems and implementation of measures to improve security aspects is emphasized.

Based on the results of the study, we will present a conclusion on the need for integrated management of regional security, working out mechanisms to ensure it and prevent possible problems in the current and long-term perspective.

PATRIOTISM AS A FACTOR OF SOCIAL COHESION IN THE CONDITIONS OF A SPECIAL MILITARY OPERATION

The article analyzes patriotism as a key factor in the cohesion of the population during periods of threat to national security. The place of patriotic education in the policy of the Russian Federation at the present time is determined. The main directions and movements of patriotism in educational institutions are considered. The role of all-Russian actions held to support the participants of the Special Military Operation is analyzed. Information is provided on the attitude of the population to the main patriotic movements. The need for patriotic education as the main postulate of the formation of Russian traditional values is considered.

MAIN MODELS OF FINANCIAL AND BUDGETARY SUPPORT FOR THE NATIONAL DEFENSE OF THE RUSSIAN FEDERATION

The article examines the role of the financial and budgetary sphere in ensuring the national defense and security of the Russian Federation in modern conditions. The main factors influencing the amount and structure of budget expenditures of the budget system are identified, the main models of financial support for national defense in peacetime, transitive (transitional) and wartime are defined. In addition, the main tasks and methods of budget planning of budget expenditures for national defense and their application in order to ensure the national security of the country are considered.

ANALYSIS OF ASEANIZATION OF THE ISSUE OF THE SOUTH CHINA SEA

The article is devoted to territorial disputes in the South China Sea between China and ASEAN.

The purpose of the article is to reveal the main processes of "Aseanization" of territorial disputes in the South China Sea.

The following tasks are set in this study:

– to define the concept of "Aseanization" of territorial disputes in the South China Sea;

– to reveal the “ASEAN approach” that has contributed to the formation of a common position among member countries, allowing them to collectively participate in the settlement of the South China Sea issue;

– to analyze the asymmetric structure of China-ASEAN interaction;

– to analyze the policies of China and ASEAN concerning their relationship and determine their relevance in modern world politics.

The following methods were used in this study:

– the historical and hermeneutic method, through which the main policies set out in the concept of China and ASEAN were characterized and interpreted.

The results of this study allow us not only to reveal the current state of the South China Sea issue, but also to provide advice for further development of the situation.

AZERBAIJANI-TURKISH RELATIONS AFTER THE SECOND KARABAKH WAR: KEY DIRECTIONS AND PECULIARITIES

Analysing the bilateral relations between the Republic of Azerbaijan (AR) and the Republic of Turkey (TR) after the Second Karabakh War (SQW) is one of the key aspects in the study of contemporary geopolitical dynamics. The aim of the study is to identify the peculiarities and key areas of development of Azerbaijani-Turkish relations after the Second Karabakh War (SQW), which allows for a deeper understanding of the dynamics of the two countries in the post-conflict period. This study focuses on the significance of the treaties signed after the war and the role of the Shusha Declaration in the context of the politico-military sphere between Azerbaijan and Turkey. The impact of Azerbaijan's accession to the Organisation of Islamic Cooperation (OIC) on the dynamics of relations and support from Muslim countries belonging to this organisation is also examined. The author analyses the reasons for complications in the implementation of the «3+3» format proposed by Ilham Aliyev and its significance for ensuring security in the economic and regional spheres through the Economic Cooperation Organisation (ECO). It is emphasised that closer and better relations between Turkic countries after the war could play a key role in the creation of a Turanian army. Furthermore, the strategic importance of the TAP and TANAP projects to increase oil and natural gas sales to Europe is emphasised, which contributes to the development of both countries. Turkish President Erdogan and Azerbaijani President Aliyev signed the «Protocol on the Decommunisation Dimension between the Republic of Turkey and the Republic of Azerbaijan in connection with the Kars-Nakhchivan railway project» and jointly laid the foundation stone of the Igdir-Nakhchivan gas pipeline. In addition, the importance of cultural and humanitarian co-operation as well as the impact of improved relations on the development of tourism and academic exchange between the Republic of Azerbaijan (AR) and the Republic of Turkey (TR) was noted.

THE ROLE OF PERSONALITY IN THE INTERNATIONAL POLITICAL PROCESS ON THE EXAMPLE OF A.A. GROMYKO'S DIPLOMATIC LEGACY DURING THE COLD WAR

The purpose of the study is to determine the diplomatic role of A. A. Gromyko in maintaining peace during the Cold War. And also to give a new interpretation to the already known facts and events related to the diplomatic activities of A.A. Gromyko and to identify new aspects of this activity that had previously gone unnoticed.

Studying and applying the lessons of A.A. Gromyko's diplomatic legacy can contribute to strengthening peace and stability in the international system.

Conclusions: international challenges are repeated today, attempts at domination by Western countries, promotion of Nazism and neo-Nazism, xenophobia, "culture of abolition", apartheid of peoples. New points of tension require new solutions, the creation of new institutions and the development of new mechanisms to keep the world from starting a war, and Gromyko's methods and principles can become the foundation of a new world.Keywords: "Mr. No", A.A. EAEU AS A REGIONAL MECHANISM OF INTEGRATION

In the context of globalization and the transformation of the global economic system, regional integration associations are becoming key factors in economic development and political stability. The Eurasian Economic Union (EAEU) represents one of the most significant initiatives in the post-Soviet space aimed at deepening economic ties among member states. Currently, regional integration is becoming an essential tool for countries facing new challenges such as trade wars, sanctions, and increasing protectionism. In this context, the Eurasian Economic Union serves as an interesting object for study, as it demonstrates a model of economic coordination among countries with shared history and economic interests. This integration requires a thorough analysis aimed at identifying both its successes and problems.

This article examines the EAEU in the context of various theoretical concepts of integration and analyzes it as a regional integration mechanism, focusing on its achievements, challenges, and development prospects. Special attention is given to the economic and political aspects of the integration processes.

Thus, this research is relevant not only for understanding the integration processes within the EAEU but also for identifying their role in the context of global trends, emphasizing the need for a comprehensive and multifaceted analysis of integration mechanisms in the Eurasian space.

FOREIGN EXPERIENCE OF NATIONALIZATION POLICY

Studying foreign experience is necessary to identify common, special and individual features in any area of human activity. This article examines the experience of China, India and Western countries in implementing nationalization policy. From this experience, it is concluded that the main measures for nationalization are carried out in the political, economic and legal spheres. China is characterized by gradualism and stage-by-stage property reform. A feature of the privatization policy in India is the urgent need to solve problems of economic security, as well as the need to resolve contradictions associated with the uneven development of various regions of the country. The strong point of the US nationalization policy is the institutional component, namely, the timely improvement of the system of government bodies involved in state regulation of the economy.
