ON GOD, ON SOUL, CORONAVIRUS AND CONSTITUTION. PHILOSOPHICAL NOTES OF A POLITICAL SCIENTIST
The discussion around the amendments to the Constitution revealed a number of gaps in our public consciousness. One such obvious gap is the lack of basic worldview guidelines. The concept of God is just such a basic guideline. Therefore, the proposal to mention God in the text of the Basic Law raised a number of questions that revealed a lack of public understanding of what, in fact, is being discussed.

THEORETICAL TOOLS FOR ANALYZING STATE POLICY IN THE FIELD OF EDUCATION AND SCIENCE AS A CONFLICT OF GROUP AND PERSONAL INTERESTS
The topic indicated in the title occupies one of the most important or probably the most important place in the structure and content of the views of the expert Russian community that wants to understand the actual situation in the field of education and science, and, of course, in the state educational policy. The importance of this topic becomes all the more obvious against the background of the expected economic crisis and perhaps the socio-political crisis, agitated and stimulated by the current pandemic. According to some views, the crisis violates basic human values and the harmony in the system of relations between people and the state, between the state and society. Within the state and society, even relations in the field of education and science are plunging into a state of crisis. In fact, the crisis underlines the weak ability of politicians and political structures, thinkers and theorists to moderate their ambitions and find ways to subordinate these very ambitions to the interests of the state, and attract the state to the protection with all its might of the interests of the society, including teachers, students, scientists, schools and universities. The article uses the example of acute and even irreconcilable theoretical disputes concerning the present and future of Russian education and science to describe the fundamental misconceptions of one and another group of experts on this subject.
Key words: state policy, state policy in the field of education and science, theories about education.

INVESTIGATING AFGHAN-EGYPTIAN DIPLOMATIC RELATIONS FROM INDEPENDENCE TO THE PRESENT DAY
This article provides an overview of the 90 years of diplomatic relations between Afghanistan and Egypt since independence. The differences in the nature of these relations during the respective periods of the monarchy, republic, communists, Islamic, Taliban, and the current government are evaluated. The author seeks to clarify the dimensions of diplomatic relations by separating the different periods and why diplomatic relations have changed at different times.
Documents and evidence show that in the years before independence, Afghanistan could not establish relations with foreign governments due to lack of independent foreign policy. The post-independence years provided the opportunity for the Afghan government to establish diplomatic relations with various countries. Egypt was one of the countries that showed great interest in building diplomatic relations. Taking into account the interests of the Egyptian King and the King of Afghanistan, these relations began at1928. The Afghan Political Mission started in Egypt in the year 1930, and then under the leadership of Mohammad Zahir Shah, the mission was upgraded to the highest level. After the fall of the royal regime, relations between Egypt and Afghanistan were heavily influenced by the policies of the great powers. During the communist regime these relations were severed completely. During the Mujahidin’s rule, the relations between the two sides have been restored and continue to this day. We seek to understand the ups and downs of our relations between the two countries and to examine the consequences of severing diplomatic relations between the two countries. The author of this article also makes some suggestions in this regard.
Key words: Afghanistan, Egypt, Relationship, diplomatic, Amanullah Khan, Malik Fuad and Foreign policy.
