RUSSIA – UKRAINE UNLEARNED HISTORY LESSONS

More than a quarter of a century after the collapse of the USSR, six years after the "Euromaidan" and in the context of the new "color revolution" in Belarus, it is high time to analyze the causes of destructive processes in the post-Soviet area and to draw some conclusions on how to overcome the dead ends in which many of the post-Soviet states found themselves.

The task of such an analyses is set by the author of the article presented who is a former border guard officer, participant of war in Afghanistan, the author of the book "Border Guards in Afghanistan", a member of the Odessa City Council of the VI convocation.

The emotional tone of this scientific analysis is understandable if we take into account that the author is a direct witnesand participant in the processes being analyzed, in particular the tragic events of May 2, 2014 in Odessa.

KAZAKHSTAN AS A PART OF THE POST-SOVIET SPACE: FEATURES OF THE ELECTORAL PROCESS

The post-Soviet space is a unique region largely due to its origin. Once a single space, now it is a whole galaxy of independent states with a set of both common features and unique problems and processes. The influence of regional peculiarities requires immersion in the history and problems of the region, since otherwise it is impossible to adequately operationalize the scientific problem, especially if the object of research relates to the sphere of political culture and electoral behavior. A number of researchers believe that building a stable regime requires modernizing the system and getting rid of the remnants of the past, but Kazakhstan, the leading state in Central Asia, has managed to build politics and successfully use traditional sociocultural practices in political life. In this connection, the question arises about the role of these practices and, as a consequence, the historical factor in the political and electoral systems. The study used k-means cluster analysis, taking into account the spatial factor of proximity of the regions of Kazakhstan. The database included the results of elections to the majilis by regions of the country, and the parties were recoded to analyze directly the value and cultural-historical orientation of the population. As a result of the study, a relationship was found between the area of settlement of the zhuzes and the election results, while this trend is not true for all regions of Kazakhstan. At the moment, zhuzes still play an important role in socio-political institutions, but are not a determining factor in the structure and design of the political system.

ON THE QUESTION OF POLITICAL TRANSFORMATION IN CENTRAL ASIA IN THE POST-SOVIET PERIOD

The article is devoted to the study of the transformation of the modern political system of the Central Asian countries during the period from the collapse of the Soviet Union to the present day. Statistical data on demography, geographic characteristics, geopolitical situation, features of the economic system are presented and analyzed, and the question of their position in the world community and in large international organizations is also considered. The issue of ideological tendencies and separatism in the region is highlighted. Of course, five countries: Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, Tajikistan, are a kind of center of the entire Eurasian continent, and world leaders have fought for dominance in this region since ancient times.

KORLMLENIE (FEEDING) AS A CORRUPT PRACTICE IN THE HISTORICAL DEVELOPMENT OF RUSSIA

The system of keeping (kormlenie) an official at the expense of the local population originated in ancient Russia. In the 1550s, feeding was abolished by Ivan IV, but this system continued to exist in various forms. In terms of their content, feeding, from the point of view of political science, as a rule, was a corrupt practice. In this article, the author attempts to trace the brief development of the feeding system, its sources and the corruption component on the basis of a historical method. Based on the example of the sphere of state control and supervision, it is concluded that there is an analogue of the feeding system in modern Russia, and brief recommendations are made to minimize this practice.
