FAKE NEWS: THE ACTUALIZATION OF THE PROBLEM IN RUSSIA

The article considers the problem of dissemination of fake news in the conditions of the Special Military Operation conducted by the Russian Federation on the territory of Ukraine. The authors conclude that fake news is an available ‘tool’ to manipulate public consciousness in the framework of information warfare. The study also considers the criminal-legal characteristics of the facts of dissemination of deliberately false information aimed at discrediting the activities of the armed forces of the Russian Federation and state power in general.

The purpose of the study is to examine the structure of fake news discrediting the Armed Forces of the Russian Federation, replicated in order to exert a negative influence on the public consciousness of citizens of the Russian Federation.

In order to achieve the stated goal, the following tasks were set before the study:

1) Studying the reasons for the dissemination of fake news stories;

2) Establishment of the relationship between the quantitative indicators of fake news dissemination and the Special Military Operation conducted by the Russian Federation;

3) To study the ways of determining the truthfulness of information published in the media environment by Internet users;

4) Examination of legal norms in the sphere of dissemination of fake news, including those published to discredit the Armed Forces of the Russian Federation.

Development of proposals to improve the qualification and mechanism of bringing to criminal responsibility for offences in the sphere of dissemination of fake news aimed at discrediting the Armed Forces of the Russian Federation.

In the course of the study were used general scientific methods, such as comparison, analysis synthesis and others. Special methods were also used – analysis of legal sources and law enforcement practice, biographical, statistical, sociological and other methods.

As a result of the study of the problem, the authors propose practical measures to prevent manipulation of the consciousness of Internet users by means of mass replication of fake news prepared by Western intelligence services, and also put forward a legislative initiative to form an explanation of law enforcement practice under Article 207.3 of the Criminal Code of the Russian Federation in the form of a Resolution of the Plenum of the Supreme Court of the Russian Federation.

CREATION OF THE COMMUNIST PARTY OF THE RSFSR: FOR RELIABILITY OF FACTS

The article is concerned with the research of the important period in the political life of the soviet times, i.e. the struggle for establishing the Russian Communist Party as part of the Russian Communist Party (Bolsheviks) and then as part of the Communist Party of the Soviet Union. Successful solution of the problem was impossible due to the peculiarities of state and party building in the federative state based on ethnic profiling and certain principles of “Lenin’s national policy”. Besides analyzing these facts it is necessary to eliminate inaccuracies that have appeared in scientific literature lately as well as mistakes made while highlighting positions and roles of certain statesmen in resolving this issue.

FEATURES OF THE FORMATION OF TERRITORIAL PUBLIC SELF-GOVERNMENT IN URBAN DISTRICTS (ON THE EXAMPLE OF THE NOVOSIBIRSK REGION)

Territorial public self-government (TPSG) is one of the institutions whose development has been a priority of state policy in recent years, and which is supported at all levels of government. Using the example of the Novosibirsk Region, the article analyzes the experience of implementing a new state strategy for TPSG institutions and examines the regional features of TPSG development in the period from 2017 to 2024.

It is shown that in conditions of comprehensive state support, there has been a significant increase in the number of TPSG and the involvement of the population in the activities of this institution. At the same time, there remains a disparity in the level of TPSG development between Novosibirsk and the rest of the region. There are also significant differences in the intensity of TPSG development between different municipalities.

Along with the increase in the number of TPSG, a network of specialized institutions is being formed and developed that provide them with organizational and advisory support and often act as intermediaries in interactions between TPSG and the authorities.

The development of TPSG in the Novosibirsk region correlates with the growth of patriotism among the population and the development of civic identity and is part of the general process of forming a special type of civil society. The main mechanism for supporting TPSG is state subsidies for projects to improve the territory in the form of grants. It is concluded that at the moment it is state policy that is the main driver of institutional construction in the sphere of local self-government and self-organization of the population.

MODERNIZATION OF POLITICAL MANAGEMENT AS A POLITICAL SCIENCE PHENOMENON IN THE CONTEXT OF THE PARTICIPATORY DISCOURSE EMERGENCE

The well-known modernization theories appeared in political science in the second half of the 20th century. It happened simultaneously with the ideas of participatory governance and participatory democracy. The basis for this coincidence was the development of democratic political thought and the processes taking place in the world. At the same time, if American political thought is considered to be the ancestor of the ideas of modernization, then participatory governance was formed against the background of representative democracy crisis. It was a fusion of the participatory democracy and assembly democracy ideas.

Almost synchronous emergence of the modernization ideas and participatory management is a political science phenomenon that prove the unity of the origins of these processes.

CYBERSECURITY AS AN ELEMENT OF NATIONAL SECURITY: BUSINESS IMPACT

Within the framework of the scientific article, the topic of considering cybersecurity as an important component of the national security of the state and the importance of ensuring it in business structures is subject to consideration. It is noted that in the context of the development of globalization and digitalization, cyber attacks are reaching a new level and are increasingly being used to damage the critical information infrastructure of the state. The paper defines the basic concepts, examines the sources, types and types of cyber attacks, their impact on business security, and also pays attention to measures aimed at preventing and reducing the risks of potential and real cyber attacks.

DEVELOPMENT OF INDUSTRIAL COOPERATION IN THE EURASIAN ECONOMIC UNION IN THE CONTEXT OF SANCTIONS RESTRICTIONS

In the context of sanctions restrictions against Russia and Belarus, the development of industrial cooperation among the member states of the Eurasian Economic Union is of particular relevance. The article reveals the main directions of industrial cooperation, its mechanisms and tools. Their effectiveness was assessed based on the dynamics of changes in the technological structure of exports and imports in mutual and foreign trade of the EAEU countries under sanctions restrictions. The scientific and practical significance lies in substantiating the conclusions and proposals for the further development of industrial cooperation in the EAEU under the conditions of sanctions restrictions.

IMPLEMENTATION OF RUSSIA'S BUDGET POLICY IN CONDITIONS OF GEOPOLITICAL RISKS

Introduction: the article is devoted to the consideration of theoretical and practical aspects of the implementation of Russian budget policy in the conditions of geopolitical risks. Budget policy acts as a fundamental tool for regulating the movement of financial flows at the state level, which should create conditions for stable financing of socially significant socio-economic activities through the formation of budget resources. The implementation of budget policy is primarily within the competence of executive authorities, which, in strict compliance with the requirements of current legislation, must ensure the most targeted use of financial resources in the interests of the state, competitive citizens and society as a whole. Effective budget policy not only helps to relieve social tension in the public environment, but also leads to the formation of growth points in the economic space. The strategic nature of budget policy is determined by the need to proactively manage socio-economic relations in the country to ensure national security, the foundation of which is financial sovereignty, which is extremely relevant given the existing geopolitical risks.

Research results: the team of authors diagnosed the dynamics and structure of revenues and expenditures of the Russian budget, and also assessed the balance of budget policy in conditions of geopolitical instability, taking into account the results of short-term forecasting.

STIMULATING NATIONAL PRODUCTION AS A WAY TO STRENGTHEN RUSSIA'S ECONOMIC SECURITY

This article examines the key features of stimulating national production as one of the factors of strengthening the economic security of the Russian Federation in the current geopolitical conditions, when Russia is faced with multiple challenges and obstacles in its path. The article touches on the main aspects of national production in the Russian Federation and their impact on the economic security of the country. The main types of state support for production, investment programs in key industries and infrastructure and logistics development as the main methods of stimulating national production are considered. Considerable attention is also paid to the role of information and communication technologies in national production and the synergy between national production and economic security in the Russian Federation is noted.

SOCIAL AND PSYCHOLOGICAL FACTORS OF CONSUMER BEHAVIOR IN CRISIS CONDITIONS

Introduction: the article presents the results of a study of consumer behavior of Russian citizens in the current crisis conditions. A qualitative assessment of consumer behavior patterns is extremely important in terms of choosing competent management tools by relevant government agencies designed to ensure a balanced national market space. In the current environment of macroeconomic turbulence and unprecedented geopolitical pressure, building an appropriate fairway of consumer behavior based on the use of financial, economic and socio-psychological tools will stabilize the supply and demand ratio in most market segments, as well as reduce the degree of social tension. The situational type of consumer behavior present in Russian society requires systemic, soft and proactive correction to avoid a probable aggravation of the negative situation as a result of mass financial panic. The general analysis of the intermediate results allows us to say that the Government of the Russian Federation managed to achieve positive results in the sphere of consumer behavior management and prevent the formation of additional social risks. The purpose of the work is to study the current features of consumer behavior in Russian society based on the content analysis of expert assessments and diagnostics of statistical material.

Research results: the authors, based on the analysis of statistical material and the generalization of individual results of expert assessments, concluded that the situational type of consumer behavior dominates in Russian society, individual features of which are clearly manifested in the current crisis conditions.

RED LINES IN THE CONFRONTATION BETWEEN THE WEST AND RUSSIA

The article identifies a fundamental contradiction between the interests of the global elite and the interests of the nationally oriented elite, which is projected onto decision-making in foreign and domestic policy. It is shown that the globalists, for the sake of their own survival and the establishment of world domination, are leading the international community to World War III; the only “red line” for them is the use of strategic nuclear weapons by the Russian Federation. The main trigger for the world war is the military conflict in Ukraine, directed by the West with the aim of inflicting a strategic defeat on Russia. The article analyzes the adjustment of Russia’s nuclear doctrine, which clearly identifies the “red lines” in the sphere of nuclear deterrence. It is proposed to strengthen the Military Doctrine of the Russian Federation with a provision on a preventive, preemptive strike, similar to the US doctrine of preventive war.

ASSESSMENT OF RUSSIA'S FOREIGN ECONOMIC POLICY UNDER SANCTIONS

Introduction: the article presents an assessment of the results of Russia's foreign economic policy, implemented under sanctions. The current geopolitical situation required a change in the vector of the country's foreign economic activity towards more reliable partners. A competent solution to this problem made it possible to stabilize the internal socio-economic space by achieving sustainability of export-import operations, guaranteeing effective sales for exporters and a deficit-free satisfaction of domestic consumer and industrial demand. The main emphasis was placed on the reorientation of material and raw material flows, which ensured the stability of the inflow of funds into the domestic financial system. The current results of Russia's foreign economic policy include, firstly, maintaining stable export dynamics in key areas of participation in world trade, secondly, stabilizing imports and increasing their natural volumes from new macro-regions, thirdly, reducing the trade balance, which has a positive effect on the financial system and the stability of the national economy as a whole, and fourthly, maintaining the general structure of export-import operations, which made it possible to avoid the onset of stress factors.

The purpose of the work is to summarize the current results of Russia's foreign economic policy based on the diagnosis of fundamental dynamic and structural export-import indicators, as well as the study of factor cause-and-effect dependencies.

Research results: the authors gave a general assessment of the intermediate performance of Russia's foreign economic policy, based on the analysis of verified statistical indicators, and allowing to justify the key transformations of the country's participation in the world economy.

The subject of this study is some theoretical and legal issues in the field of professional sports, namely: the concept and characteristics of the legal category "doping" in the context of modern legal realities. The problem of doping in international sports is not new, while the relevance of this problem continues to become more and more every day. The authors examine various approaches to the concept of "doping" and formulates his own definition. The article also draws conclusions and makes suggestions about the possible theoretical content of the legal category "doping". The results of the study can be applied in the process of law-making and law enforcement activities in this area of legal regulation.

The article attempts to analyze the modern model of modernization and predict trends in the development of science and education in Russia based on a review of relevant scientific publications of recent years in peer-reviewed scientific journals. Based on the scientific publications of scientists, a conclusion is made about the inconsistency of some strategic plans for the transformation of Russian education based on the European model and without taking into account the domestic tradition.

IDEOLOGICAL IDENTITY IN THE MAINSTREAM OF PUBLIC POLICY AND IN THE FOCUS OF POLITICAL SCIENCE

The article in the review format attempts to outline the possibilities not so much of a conceptual analysis of the problem of ideological identity, but rather of its mode – the ideas of socialism and socialist ideologies as "the missing link in political identity for Russians and Russian statehood." The results of our analytical reflections from reading in a series of major scientific publications, reviews on a given topic, showed: a) publications on the relations and connections between political identities and ideologies are still rare in identitarian research and therefore iconic; b) very rare works that introduce a truly explosive and even provocative character into scientific and political polemics, in which the idea of the need to rethink the status of identity based on the incorporation of socialist ideologies and practices into its fabric is being worked out; c) the attempt to bring political identity and socialist ideologies together, to make this connection the political mainstream of updating the development strategy of the Russian state and society, is of great interest in itself, but remains even frightening in the public, political and political science of the Russian continuum. And since it is frightening, therefore, the satisfaction of this enormous interest in the topic, rather than frightening caution, is possible, can and should be for scientific identity research ("studies") become a priority.
