ANALYSIS AND OPTIMIZATION OF THE SYSTEM-STRUCTURAL ORGANIZATION OF THE RELATIONSHIPS OF KEY ELEMENTS IN THE SYSTEMS OF SUPPORT OF RESEARCH AND EDUCATIONAL ACTIVITIES

The article discusses information and analytical technology implemented in the systems supporting research and educational activities based on the possibilities of semantic analysis of digital content (structured knowledge bases, consisting of various technical, scientific, etc. materials and results of testing innovative agents) for the detection of conformity of the formed package of the results of scientific and technical activities with the designed standard organizational patterns of concentration of the most important information in key areas of knowledge of the relevant authority.

The article suggests the technology of semantic analysis of information resources forming the e-content as a result of various forms of multi-agent communication in scientific and technical activities, including jobs and related thematic scientific and technical materials, as well as the results of scientific and technological activities with the purpose of matching the individual data of innovative agents with the developed success criteria for the generation of information in key areas of knowledge for various types of scientific, educational, project, etc. organizations. In the course of analysis, the authors suggest to highlight indicators of the characterizing chains (or rather, systematic structural matrix) of semantic relations in respect of the movement of cognitive-information items in the electronic communication that identifies the electronic packages of knowledge, integrated with adaptive 3D shells for their correction. The technology in question is offered as a part of the technology that can be used to manage research and educational associations, using the information systems to support research and educational activities.

PROBLEMS OF CONCEPTUALIZATION OF THE PHENOMENON OF CORRUPTION PART II

The article is devoted to an instrumental conceptualization of corruption, including classification of its forms and definition of the institutional mechanism. The article analyzes the traditional conceptual approaches to corruption. It is shown that the main aspects of the regulatory value approach are: value assessment of corruption as a clearly negative phenomenon; the correlation of corruption with violations of the laws or norms of morality and ethics; consideration of corruption as a deviant behavior. The author accented ambiguous and problematic issues of such approach. Rationalist approach to corruption, which includes the economic approach, is characterized by the fact that the preference is not of value estimates and different standards but of functional evaluation of various manifestations and consequences of corruption. Justification is provided for the insolvency of claims about the positive functions of corruption, its positive role as a means of deregulation to overcome bureaucratic barriers. The article reveals a generalized mechanism of corruption, which consists in the fact that an official of an administratively organized structure goes beyond the established limits and violates the normative regulation of his/her official powers and rights, including standards of business conduct and ethics, and (or) societal norms of behavior, of ethics and morality and unlawfully distributes and uses resources of the structure not to implement its functions and tasks but to retrieve personal or group benefits. The article presents the author's interpretation of the concept of "political corruption" and describes a hierarchical system of forms of political and economic corruption, the top of which is "capture of the state" by corruption. The article also contains classification of the types of administrative resources of public power, abuse of which is the crux of the institutional mechanism of corruption in the sphere of public authority. From the point of instrumental conceptualization, corruption in the sphere of public authority is defined as an abuse or misuse by the public official of managerial resources of public authority not to implement the functions of the state and ensure the goals of social development but to obtain any improper advantage, extracting personal and / or group benefits including in favor of third parties, benefits that can have both tangible and intangible expression.

CURRENT ISSUES EXECUTION OF JUDGMENTS IN CASES OF ADMINISTRATIVE OFFENSES IN THE CONTEXT OF THE TRANSFORMATION OF ADMINISTRATIVE LAW

The article analyzes the problematic issues of execution of decisions on affairs about administrative offenses. The article deals with the problematic issues of implementation of the provisions of Art. 20.25 of the Administrative Code. The author revealed issues of cooperation between bodies carrying out administrative proceedings with the bailiffs, practical recommendations on improvement of normative legal regulation of proceedings on the AP in order to reduce accounts receivable.

THREATS TO GLOBAL SECURITY

In the article, the author analyzes threats to global security in the financial, economic, social, and environmental spheres, as well as a threat of the US global dominance. The author notes that over the past more than half a century the international community has accumulated a near-critical mass of contradictions in political, economic, social, environmental and other spheres of life, many of which were previously resolved through large-scale wars. The accumulation of destructive potential is taking place now and it can lead to global catastrophic phenomena capable of undermining the foundations of existence or stop the development of modern civilization.

ETHNO-POLITICAL REGIONALISTICS OF CIS

The article for the first time introduces into scientific circulation the concept of “ethno-political regionalistics of CIS” in the framework of the new direction of political science “Ethno-political Regionalistics". The article proves the need for the establishment of ethno-political regionalistics as a new scientific discipline in connection with the relevance of the issues of the impact of ethnic and religious factors on administrative and territorial structure, political stability and integrity of the CIS States. The article emphasizes the significance of the problems studied by ethno-political regionalistics for the new States, former republics of the USSR.

The author notes the high heuristic potential of the sociocultural approach and the theory of archetypes of K.G. Jung. The article provides a review of existing research on this topic and highlights the main archetypal traits of the Russian ethnos.

RUSSIA AND THE NEW RULES OF GEOPOLITICAL GAMES

The given article presents analysis of contemporary geopolitical situation in the world. The author proves that the growth of international tensions caused by disappearance of the balance of power in world politics as well as the strategy of hegemonic power of the U.S. actualizes the necessity of activation of political role of the Russian Federation in the world. The author argues the common understanding that the status of the “superpower” on the world stage is primarily determined by economic parameters. With the decrease of international powers of the United States, the illusion of “American exceptionalism” vanishes that leads to transformations of geopolitical and geostrategical configurations. In this regard, Russian military operation in Syria clearly demonstrates the return by Russia of its superpower status in world politics and the elimination of the imaginary monopoly of NATO on “precision war”. Thus, Russian Federation demonstrates a fundamentally different foreign policy model based on respect for international law, the principles of national sovereignty and multilateral cooperation. The return of Russia's superpower status is determined by its ability to openly oppose the US on issues of fundamental importance and requires the consolidation of Russian society, formation of state ideology and the intensification of efforts to build foreign alliances and participate in integrational associations.

THE CHOICE OF GREAT BRITAIN

The article is devoted to analysis of the results of the United Kingdom general election of 2015 and the results of the EU referendum. The data demonstrate the growing euroskeptic sentiment and also the difficult situation in the provinces of the United Kingdom, where the political parties that protected the interests of their territories and advocated for the strengthening of the integration processes are dominated. In this case, the UK should to take measures to preserve the unity and to take in account the specifics of the provinces.

RELATIONS WITH THE EUROPEAN UNION: A NEW STAGE

In the summer of 2015, President Vladimir Putin stated the need to clarify the foreign policy concept of our country. In April 2016, the Foreign Minister of the Russian Federation Sergey Lavrov said that the foreign Ministry is working on a new Concept, which needs to be based on the idea of transition to a multipolar architecture of international relations, involving interaction of leading powers in the interest of joint solution of global problems. Russia has repeatedly expressed support for such a structure, as it has always been clearly against the unipolar world and addressing the critical issues of international relations by one state or a narrow group of states.
