THE UNION STATE OF RUSSIA AND BELARUS: PROBLEMS AND PROSPECTS OF DEVELOPMENT

The article is an attempt of a political analysis of the resource opportunities for the development of the Union State of Russia and Belarus after the 2020 crisis events connected with the rejection by the political opposition of the results of the presidential elections in the Republic of Belarus. The article gives a political forecast regarding possible creation of supranational government authorities and adoption of the Union State Constitution.

CONTROVERSES OF TIME: “THE GARDEN OF FORKING PATHS” BETWEEN 2020 AND 2021

Reader’s Note: The article focuses on topical issues of time perceptions of opposite meanings. Based on the real and false alarms of 2020 and the analysis of The World Bridge magazine materials, Controverses of Time attempts to see into one of man’s most favourite and never-changing intellectual games, i.e., playing with time, with variations beyond count. In some, time seems to be playing with man, or man to be shuffling time. In others, time does not even exist and seems to be an imaginary dimension. Sometimes, just the other way round, it’s Borges’ Garden of Forking Paths with countless time sequences. The author explores moods, opinions, assessments, and self-reflections of time flowing in the literal sense of the word. She also looks at how dreamers, philosophers, and analysts use 2020 time to substantiate their selves and a collective self in everyday life situations. The author also reveals what happened to those dreamers, philosophers, analysts, and herself in 2020. Rather than considering political structures, virtual financial tools, digital oligarchies, and discursive processes to be the only mechanisms forming modern time, the author shows that we are playing in space and time with mixed-up rules, principles, feelings, and values. That’s not all, though! In a sense, all of us seem to have got into a sinkhole of timelessness and feebleness and lost the ability to tell true values from tempting but false ones. At the same time, temporary telework, with its silence of enforced loneliness, has given us a chance to realize that culture determined by the integrity of labour and creativity but not only material or financial wealth and production is still a meaningful idea. Based on the interviews, opinions, and conclusions of The World Bridge “heroes”, the author asserts, sometimes debating or even disagreeing with herself, that the moment the temporal stands back, “as if into a dark bottomless abyss”, there comes a feeling of a new strength. For many, the year 2020 became an alternative history, giving them a chance to make a fresh start, get rid of useless texts, correct mistakes, and write new narratives. The author’s message is: “While time has stopped in tracks, we can do just about anything – outrun those ahead of us or catch up with our own selves, try to find what we have lost or give our selves what we have amassed.” It is this behaviour and response pattern that should become our top priority and bring us harmony. That is for the year 2021 to show.

CURRENT STATE OF LEGAL REGULATION OF THE KAZAKH-CHINESE RELATIONS

Since its independence and sovereignty, Kazakhstan objectively needed a fundamentally new legislation. The formation of the legal infrastructure related to the national security of the country led to the identification of priority areas and adoption of appropriate legislative measures. Customs legislation became one of such priority spheres. Its scientific understanding requires determination of its specifics, the place and role of legal regulation of public relations on the basis of the provisions of not only the current Kazakh, but also the former Soviet, as well as international customs legislation.

SCIENTIFIC DIPLOMACY OF RUSSIA AND GERMANY: COMPARATIVE ANALYSIS THROUGH THE PRISM OF GENERAL PROVISIONS AND SPECIFIC ACTIONS

The article analyzes the content and essence of the concept of “scientific diplomacy” on the basis of available and open sources. Special attention is paid to the way this concept is interpreted through the prism of relations in Russia and in other countries, in particular, in Germany. It turned out in the course of research that although the academic interpretation of this phenomenon is neutral, or supposed to be neutral with respect to political or ideological interests, still today, in the conditions of a growing competition among countries, even when the “enemy image” is incorporated in the global public consciousness of some countries in respect of other, a political form of perception and transmission of meanings, goals and objectives is dominating when promoting science diplomacy. The author gives examples of overcoming, or attempts to overcome the cost of incorporating political content into scientific diplomacy by scientists from both countries – Russia and Germany. The article records examples of the slow-moving discussion of how scientific diplomacy is implemented in the Russian research practice, which does not correspond to the needs and interests of either side.

REFLECTIONS OVER THE READ

History of International Relations and Foreign Policy of Russia (1648-2017): Textbook for University students / Under the editorship of A.S. Protopopov. 4-th editition with corrections and additions. In the national education systems, textbooks, and other types of educational and methodological literature is the generally accepted, traditional and popular format for describing and understanding international relations and foreign policy. That is why, and in consequence of what, it is necessary to recognize as quite natural and justified the release in 2018 of the fourth edition of the textbook “History of international relations and foreign policy of Russia (1648-2017)” in the Aspect Press publishing house.

In the review, we offer the author's version of the interpretation of the concept and the content advantages of the textbook. The review also contains comments and suggestions that, at the discretion of its authors, can be taken into account in further work on these elements and in general on the textbook. Here we meet the wishes of the author's team of the textbook. In the course of the review, we also intended to identify the most controversial issues regarding the study and teaching of the history of international relations in Russian universities.
