The article reveals the mechanism of representation of regional interests in the Federal system of government. It descibes modern models of formation of the upper house of the Russian Parliament and specifies the new structure of regional representation under the President of Russia as represented by the State Council.

MODERN SOCIAL-POLITICAL MOVEMENT: PROBLEMS OF REFLECTION FROM THE CONCEPT TO THEORY

The general framework of the methodology of the politico-historical analysis of the socio-political movement (CPD) is analyzed in the article. The main question that is covered in the article is not whether the theories applied to the analysis of the CPD are positivistic, or, conversely, simplified versions of the interpretation of the essence of the phenomenon, but whether they are sufficiently relevant and complete to cover the most important areas of socio- political movement, the role and importance of which tend to grow rapidly. According to the results of the research it was shown that: a) the concept of "social and political movement" has a direct relation to the modern theory of politics and political theory; b) the proposed general framework of the theory of this concept is applicable to the analysis of the current situation in the world, and in Russia in particular. But they do not fully reflect the content of the CPD, nor its role and significance, leaving a series of problems and contradictions for future research.

CRISIS OF INTERNATIONAL LAW IN THE REALITIES OF MODERN WORLD ORDER

The events that unfold on the world stage dictate the need to seriously think about the problems of international security at all levels – from the global global, regional to national-state. The opinion of international institutions responsible for ensuring security and conflict-free resolution of international disputes and conflicts is ignored. The growing tension between Western countries, the United States and Russia, between the countries of the Middle East, between Asian and African states, the discrediting of international structures (which played the role of a certain global "round table" and an element of international security – the UN, OSCE, etc.) military-political alliances (NATO) and the drift of these alliances from a defensive to aggressively aggressive doctrine are all components of the geopolitical drama that is unfolding at the present time and in which directly involved in Russia.

VARIABLE THREAT MATRIX: INFORMATION-CRITERION APPROACH

The press of Europe and the United States are overcrowded aggressively, distorting reality publications. This awesome content remains an indicator of the militarisation of the economy, politics, culture, social consciousness. But in the end, the authors of the article, militant discourse can become the evidence base in the sentences of war criminals, publicly or implicitly pushing the current imperfect world to disaster.

STRUGGLE AGAINST CORRUPTION: INTERNATIONAL EXPERIENCE

STRONG POLITICAL WILL OF STATES LEADERS AS A DECISIVE FACTOR FOR EFFICIENT COMBAT AGAINST CORRUPTION

At present, corruption is widely recognized as a global threat to security. Throughout the history, human beings are always trying to find different methods and measures for combat against this problem. In Vietnam, corruption is considered as a threat undermining the legitimacy of the single but also ruling Communist party of Vietnam and causing social and political insecurity. It is argued that strong anti-corruption legislation can help to curb corruption but the effective implementation of anti-corruption legislation depends on many factors. One of the most influential factors is the strong political will from the heads of state and the entire political system for fighting corruption. One of the most influential factors is strong political will for fighting with corruption from the heads of state and the entire political system. In the first section of the article, the author proves that political will in fighting corruption is decisive for enforcing the anticorruption policy, resulting in the success of anticorruption at some Asia-Pacific countries. On the second section of the article, the author provides an analysis about the political will from the Communist Party and the government of Vietnam in this fight. The last section of the article refers to several factors that diminish the political will and some recommendations to enable the party and government to overcome the obstacles.
