TREATY ON THE EURASIAN ECONOMIC UNION: LEGAL IMPLEMENTATION OF THE BASIC PROVISIONS

The issue of integration processes in the Eurasian space is becoming more and more relevant as geopolitical competition grows between the leading centers of both the global and regional levels, which today are the United States, the EU and Russia. The formation of a new world order in one way or another determines the further fate of the post-Soviet countries and their participation in integration associations. Countries such as Georgia and Moldova, finding themselves in a zone of geopolitical turbulence, faced a choice between European and Eurasian strategies for further development, which these players are actively defining.

IMPERATIVES OF UKRAINIAN MEDIATION IN THE SETTLEMENT OF MOLDO-PRIDNESTROVIA RELATIONS

The article presents an analysis of the Ukrainian factor in the process of settling the Moldovan-Pridnestrovian conflict. Particular attention is focused on the factors that determine the strategic nature of the region for Ukraine, including the residence of Ukrainian compatriots in the conflict zone, as well as the presence of established historical ties and the special responsibility of the Ukrainian state for the fate of the region as a whole. As a mediator and guarantor in the negotiation process between Pridnestrovie and Moldova, Ukraine plays an extremely important role in shaping the climate for negotiations, in shaping the security architecture, occupying a strategic position in the Black Sea region. Possessing its own national interests in the region, Ukraine seeks to ensure the comprehensive advancement of its position in the settlement process, to ensure the promotion of its projects both in Moldova and in Pridnestrovie. The implementation of these goals requires the development of rational approaches to the settlement of Moldovan-Pridnestrovian relations, which are in the focus of Ukrainian initiatives that have been actively put forward since the early 1990s and continue to be generated in accordance with the realities of today. By using the method of periodization of the history of the Ukrainian representation in the settlement of Moldovan-Pridnestrovian relations, the authors managed to identify and characterize the consistency of Ukraine's position in terms of fulfilling its functions in the negotiation process. Based on the study, the authors draw conclusions about a very deep involvement of Ukraine in regional processes, which seeks to use the existing potential to expand its influence both in security issues and in the process of establishing new segments of cooperation through Moldovan-Ukrainian interaction.

THE CHANGING GEOPOLITICS OF THE ENERGY INFRASTRUCTURE OF THE CASPIAN REGION

The article analyzes the impact of the changes that has happen on world energy markets upon energy transport projects of the Caspian region. These changes include the shale revolution, the resurgence of the United States as an exporter of hydrocarbon resources, many Western European countries to transition to renewable energy sources, the end of the period of high energy prices, the impact of these macrostructural changes on Azerbaijan, Kazakhstan and Turkmenistan and how these Caspian gas producing states have responded to these challenges. This leads to restrictions on the possible construction of the Trans-Caspian gas pipeline, through which gas could be exported from Turkmenistan through the Caspian Sea to Azerbaijan through the Southern Gas Corridor. The author argues that due to the lack of investment by Western companies and the lack of interest of the US and the EU in developing new energy projects, Caspian energy producers, Kаzakhstan and Turkmenistan, excluding Azerbaijan, turned their attention to China and other Asian countries as potential export markets.

Key words: hydrocarbon resources, oil, gas, pipeline routes, Azerbaijan, Kazakhstan, Turkmenistan, Turkey, EU, China.

ANTI-VIRUS SECURITY INDEX AS A CRITERION OF STATE STABILITY

Young, unenlightened humanity has so often suffered from mass plagues that they are illuminated by the biblical canon. The prophet Jeremiah, for example, speaks of the punishment of humanity for its sins. The list of God's punishments includes the sword, famine, and pestilence. In the same sequence, we will consider the factors that accompany the decline of the human race – wars, famines, pandemics and other derivatives of global and regional shocks with a fatal outcome.

Key words: irretrievable losses, biological warfare, virulence, armed conflicts, WHO, famine, cannibalism, mad cow disease, coronavirus, pathogens, reservoir of microbes, environmental crisis.

REVIEW OF THE NOVOUZENSK EVENTS IN THE KAZAKH SSR IN 1989

The Novouzensky events were another large-scale ethnic conflict that occurred in the Kazakh SSR after the December 1986 events, also known as the Novouzenskaya Massacre. The primary cause of the incident was a conflict in the distribution of interests between local Kazakhs and Caucasians. After years of accumulation, they eventually led to violence. This incident once again reflected the destruction of inter-ethnic relations due to improper actions in Soviet national politics. The resulting national discontent not only exacerbated the social unrest in the Soviet Union at the time, but also had a long-term impact on the local development and ethnic relations in the later period.

Key words: Novouzensk events, Kazakhstan, ethnic conflict.
