HISTORICAL PLOTS REGARDING THE ROLE OF THE STATE AND STATE EDUCATIONAL POLICY IN RUSSIA: CURRENT POLITICAL SCIENCE PERSPECTIVE

The article examines the attitude to the role and significance of the state educational policy in tsarist and Soviet Russia, the process of its formation in the public consciousness and intellectual environment. The design of the study, using the structure of historical plots and recordings of the effects of the state educational policy, allows us to assess the relationship between the quality of state educational policy and the results of its development in Russia. The study allows the author to suggest some fundamental elements of the policy of the past eras as the foundation for the qualitative development of the future state educational policy.

THE MAIN PRINCIPLES OF THE LEGAL SYSTEM OF THE REPUBLIC OF KAZAKHSTAN

The aim of the article is to develop theoretical propositions for the category “legal system” and its relevant aspects, to identify and analyze current processes of legal integration, development tendencies and directions.

The research methodology is based on a set of applicable methods of scientific knowledge, which provide the most effective solution of the problems in the study. Due to the specifics of the study, which considers the subject in a comprehensive and comparative approach, the following methods play the major role: the dialectical method of researching, historical, systematic and structural, and comparative methods.

Results: The authors developed a theoretical position for the category “legal system” and its relevant aspects, analyzed the current processes of legal integration, trends and directions of its development. The basis of the research methodology adopted set of applicable methods of scientific knowledge, which allow most effectively solve the research problem. Due to the specifics of the study, which is to consider the subject in a comprehensive and comparative approach, the main role was played by the following methods: dialectical method of cognition, historical, systematic and structural, the method of comparative law.

Integration processes today cause a situation where all the legal system, including the right of Kazakhstan, are under constant pressure from the integration and development of the law that is actively changing the content and structure of the system. Integration requires to ensure its effectiveness the elaboration of common legal rules, procedures, standards. Today all the legal systems of the world for the first time appeared related (albeit inefficiently) certain formal legal obligations, which resulted in a chain reaction of interaction between them.

Novelty/originality/value: The paper has a high scientific value, since it is one of the first attempts to consider the history of the legal system of the state through the prism of the evolution of civil society, as well as issues related to the process of legal integration in the functional, structural and categorical aspects.

The coronavirus pandemic actualized the discussion of political scientists on possible formats for building the global geopolitical “quadrangle” “Russia – China – USA – European Union”. Is Zb. Brzezinski’s sweet dream of “Chimerica” as the anti-Russian alliance of the USA and China, buried forever? How far can Washington go in taming the obstinate Beijing? And what can be hidden behind D. Trump’s periodically repeated oral curtsies towards Moscow? Doesn’t he invite Kremlin join the club of “democratic powers” weaving the suffocating belt of Anaconda around the towering Celestial Empire?

The presented author offers the answers of his own to questions in the context of a critical analysis of the classical political science theory of the "balance of power.

SEVERAL MEASURES ON IMPROVING THE EFFICIENCY OF IMPLEMENTATION OF ANTI-CORRUPTION POLICY IN MODERN VIETNAM

Corruption is identified as a serious threat to the political stability of Vietnam. If the Government of Vietnam and the Communist Party of Vietnam do not take measures to improve the anticorruption policy and implement it seriously, the collapse of communism system is likely. In this paper, a concentration is placed on analysing the measures for improving the effectiveness of the anticorruption policy in the following years.
