The article deals with the formation of Russia's foreign policy strategy in the conditions of global transformation of the modern world. It is shown that the basic principles of foreign policy are pragmatism, openness, multi-vectorness and consistent promotion of national interests.

RUSSIAN-EUROPEAN RELATIONS AND DEVELOPMENTS IN UKRAINE: WHAT'S NEXT?

The author analyzes the relationship between Russia and the European countries in the light of the events in Ukraine. To date, the situation is such that the majority of post-Soviet states put in tough conditions to choose between the West and Russia. Such pressure has provoked a crisis of statehood in Ukraine, and Russia sees these events as a promotion to the East-controlled West geopolitical space, and the United States - as a player, is fighting for his role as a superpower in Eurasia.

PROBLEM SETTLEMENT RUSSIAN-UKRAINIAN RELATIONS

The author analyzes the relations established at this stage, between Russia and Ukraine. Validity of Ukraine proves that neighborhood and mutually beneficial cooperation with Russia and, primarily, Ukraine. But Ukrainian politicians seek to prove ownership of Ukraine to Europe. To Russia from Ukraine permanent claim. Among them are the injustice imposed on it the RSFSR and USSR present borders between Russia and Ukraine, inflated gas prices, the loss of the Crimea and the instability in its south-eastern regions.

RUSSIA BETWEEN AMERICAN HYPOCRISY AND A NEW VIEW OF THE WORLD, BYPASSING THE WEST

The author analyzes the current situation of Russia under sanctions in the global world. The author notes that in the current situation Russia is "clamped" by new circumstances. On the one hand, our country is getting more and more supporters among those states and political leaders who have gained and continue to gain serious social and economic potential in the world (India, China, a number of South American countries, etc.), and, on the other hand, there is hypocrisy as a new institutional phenomena. It rebelled against the rational geopolitics, dialogue and careful actions to resolve conflicts. The new geopolitical trajectory is becoming increasingly mainstream, it is aimed at "bypassing the West". With an active participation of Russia, this path has been chosen by the countries, members of such international associations as BRISK and SCO.

ARCTIC VECTOR OF THE RUSSIAN FOREIGN POLICY

The author notes the ever growing geopolitical and geo-economic importance of the Arctic region. The author analyzes factors determining such importance of the region and stresses that the main objective of Russia in the Arctic is the preservation and strengthening of its positions in the region and continuation under the new conditions of the national polar strategy that for centuries has been exercised by Tsarist and then Soviet Russia. In implementing this objective, the Russian Federation solves several priority foreign policy objectives. Special attention is paid to the regulation of international relations in the Arctic.

THE EFFECTIVENESS OF INNOVATIVE DEVELOPMENT OF RUSSIA IN THE NEW GEOPOLITICAL REALITY (FOR EXAMPLE, THE ARCTIC SHELF)

Have occurred in recent years, changes in the global geopolitical landscape are reflected in the continuity of foreign policy, based on the proven effectiveness of the principle of pragmatism, openness, multi-vector, without sliding towards confrontation, promotion of national interests, which will continue to determine the policy of Russia on the international scene, allowing it to carry out autonomy, independence and consistency, much needed as an essential factor for national development of the state. In this context, the author analyzes the new directions of Russia's development, in particular its policy in the Arctic.

RUSSIA'S ENERGY AND TRANSPORT INTERESTS IN THE ARCTIC REGION

The Russian Federation, especially in the face of major energy companies, politicians and academics do not hide their interests in the Arctic. In his article, the author analyzes various aspects of the problem, building a more or less realistic predictions about the future of this region. At the same time, interest in the Arctic from other countries of the world, especially polar countries, large and major international oil and gas companies is forcing the Russian Federation to hurry up with the definition of its objectives in the Arctic, articulate and assert its national interests in the region.

In the context of globalization, countries EAEC has broad foreign policy and foreign economic relations. The author considers the current state of affairs in the field of Eurasian integration. The author gives an answer to the question: what should be the policy of the Eurasian Economic Union and Russia as its leader, to create favorable conditions for the functioning of the foreign policy of integration association? The article also examines the possible policy of Russia and other states participating in the EAEC to the European Union in the context of Eurasian integration.

EURASEC AS THE TERRITORY OF EFFECTIVE INTERACTION AND CONFLICT-FREE ENVIRONMENT

The Eurasian Economic Community is an organization, which has become one of the main institutional structures for the development of globalization and expansion of the Eurasian values between states, civil society and business entities. It permits to identify trends of the Eurasian region and to single out key features of its development. This article discusses structural foundation for the formation of the Eurasian Economic Community and the prospects of actions and organization of full support by the Community for various actors of political activity. The article highlights the prospects for the development of the Community as a stable platform for the interaction of the former Soviet Union countries and a conflict-free space for an inter-ethnic dialogue. EurAsEC consideres axiological and normative components that form the basis for doing any business turnover within interstate and intra-national entities. As a result, the area is fit for effective interaction and represents a conflict-free environment for the activities of both individuals and citizens, as well as large businesses and political organizations.

DEVELOPMENT OF THE INTELLECTUAL PROPERTY INSTITUTIONS AS A FACTOR IN INCREASING THE COMPETITIVENESS OF THE EURASIAN ECONOMIC UNION

The article demonstrates that the use of the intellectual property rights makes a significant contribution to the improvment of the EU competitiveness. It reveales the critical situation in the field of intellectual property of the states-members of the Eurasian Economic Union. The article makes proposals and recommendations aimed at its use with the view of improving the competitiveness of such integration association.

"SOFT POWER" AS COMPREHENSIVE TOOLKIT IN THE RUSSIA'S SYSTEM OF NATIONAL SECURITY

The article substantiates the urgency of research of the problem of "soft power" in the context of Russian national security, makes the diagnosis of the modern world and determines the Russia's great historic mission. The article considers features of waging "evolutionary", "constsientalnary", "systematic", "network-centric" and "revolt” wars against Russia. It is noted that the basis of such wars is an integrated application of the "soft" and "hard" power. It is shown that the new leadership of the Russian military department has set for the military science the task of researching the problems of complex application of the "soft" and "hard" power in both offensive and defensive operations of the armed forces. The article describes a new conceptual approach to the development of promising information management system of the targeted application and development of the combined "soft" and "hard" power in the interests of the Russian national security in the changing domestic and international environment.

STRENGTHENING PARLIAMENT – THE STRATEGIC COURSE OF KAZAKHSTAN

Over the years of independence, the Parliament of the Republic of Kazakhstan, having a complex evolution of the Supreme Council to the professional bicameral representative authority, took his place in the political system of the country. As the lawmaking authority, he took a lot of the most important fundamental laws that allowed radically modernize the legal framework of the state, has created the legal basis of democratic reforms to facilitate the implementation of market forms of management, the strengthening of civil peace and interethnic harmony. THE DYNAMICS OF THE PARTY SYSTEM OF THE REPUBLIC OF BELARUS IN MODERN CONDITIONS

At the end of May 2014 ended a three-year phase of the active and multifaceted work of the preparations for the signing of the Treaty establishing the Eurasian Economic Union – EAEC. Political decisions on the establishment of a new international organization neighboring partner states previously geographically part of the USSR, signed by the heads of states from Russia - VV Putin, from Belarus – A.G. Lukashenko, from Kazakhstan – N.A. Nazarbayev. Are candidates to join Armenia and Kirgistan. It is important to understand that the pace and sometimes some of the features of integration will depend largely on the activity of the parliaments of the States brought together in the Union. All parliaments are formed on the basis of multi-party. In this regard, we need a clear understanding of the partners not only in the face of the current leaders and active members of parliament have already made important historical steps to create pravoosnovy Union, but also to understand exactly how the political spectrum, reflected in the political systems of the partners. In this regard, in this article the authors analyze the party system of the Republic of Belarus.

HYDROPOLITICS AND WATER USE IN THE IRTYSH BASIN: CHALLENGES AND THREATS

The report describes the existing hydropolitics and water use in the basin of the Irtysh. The emphasis is put on examples of existing challenges and threats. It is stated in conclusion that despite the complexity they can be resolved with a diplomatic approach.
