EURASIA AS A REGION OF THE YOUTH LEADERS’ SOCIAL MOBILITY

Eurasia has a special set of features due to which it can be determined as an efficient and versatile supranational system for securing and implementing the interests of the former USSR countries. As of now, the Customs Union and Eurasian Economic Union have been organized. It is important to note that the above structures share common geographical, historical, economic and political features. In this connection, the question arises about organizational and institutional formalization of the youth representations and inclusion of youth leaders in the process of interstate integration. The article discusses basic principles under which the interstate recruitment of youth elites in the political sphere can be organized as well as their social mobility. The theoretical basis for such analysis comes from the postmodern currents and philosophical understanding of the deliberative model of democracy.

CITIZENSHIP: POLITICAL AND LEGAL ASPECTS OF REGULATION

The article explores the process of formation of national citizenship in the context of the state integration in both regional and universal aspects. The author attempts to answer the question, how the involvement of the state in the political and legal world universalization processes influences national law. The focus is on the cooperation in this field in the framework of the UN, European Union and CIS. The author comes to the conclusion about the primacy of state regulation of citizenship.

ETHNIC COMPONENTS OF ETHNIC CONFLICTS IN THE POST-SOVIET AREA. LESSONS OF OSH TRAGEDIES

The ethnicity and conflicts, the interrelation and interaction of ethnicity with other sources of conflicts are of pivotal significance for the conflictology. Many conflicts are qualified as ethnic or ethnopolitical ones because of their actors’ ethnicity. The tragic events of 1990 and 2010 in the South of Kyrgyz Republic are also characterized as ethnic conflicts. The question is if those definitions are enough to complete the character of the Osh events. Can ethnicity serve as the bases for a correct political scientific analysis of what had happened? To what degree the “ethnicity” of a conflict is nothing more but a camouflage for the gangland-style showdowns and the redistribution of spheres of influence between different financial groupings? Those are the question raised by the article’s author who took part in the peace building process in the South of Kyrgyzstan on behalf of the UN Regional Center for preventive diplomacy for Central Asia.

SUSTAINABLE CONFLICT-FREE DEVELOPMENT OF EURASIAN REGION

The Eurasian Economic Community is an organization, which has become one of the main institutional structures for the development of globalization and the expansion of the Eurasian values between states, civil society and business entities. It allows you to identify trends typical for the Eurasian region and to identify key features of its development. This article discusses the structural foundation for the organization of the Eurasian Economic Community and other key institutional groups that determine the development of the Eurasian space. The article determines perspectives and describes organization of the full support by the community of various actors of political activities. The article highlights the prospects for the development of the Eurasian Economic Community as a stable platform of interaction among the states of the former Soviet Union and the building of a conflict-free space of interethnic dialogue. It also considers axiological and normative components of the Eurasian Economic Community that form the basis of any business turnover in interstate and intra-national entities. This leads to the creation of a territory of effective interaction and of a conflict-free environment for both individuals and citizens, as well as for large businesses and political organizations.

Transnational criminal organizations carry out various illegal activities. The list of types of transnational crime remains open, however, some of them pose the greatest danger for individual nations and for the global community. In the article, the author analyzes forms of transnational crimes and measures to combat them.

THE ETHNIC FACTOR IN THE NATIONAL SECURITY SYSTEM OF THE KYRGYZ REPUBLIC

The article deals with the relationship between the two ethnic groups - Kyrgyz and Uzbeks at the southern region of the Kyrgyz Republic, and reveals factors specific to the region having a direct impact on the ethnic situation in the area. The author also considers the state policy in the sphere of ethnic relations which has been conducted during the years of independence and its consequences at the present stage. The author gives some recommendations aimed at improving the implementation of national policy in the southern region of the country.

"RUSSIA IN THE CONTEXT OF GLOBAL SECURITY"

In the context of the proposed program, the course deals mainly with overcoming the "cold war" syndrome through political methods, by modernizing collective/cooperative or inclusive security systems, precluding the use of nuclear, chemical, biological or other weapons of mass destruction. It also considers possibilities for the improvement of international security and the new role of the UN, OSCE, NATO, SCO, WEU, CSTO, EurAsEC and public peace movements in the multipolar world; it searches for the effective mechanisms for countering real threats like international terrorism and potential threats that can be repelled by national or collective forces. The object of study of this course are political processes and metamorphoses in the leading spheres of economy, science, environment, in the defense that are directly and indirectly affect the security of individuals, society, state and civilization. The authors consider the security policy as a process and the result of purposeful activity of the government institutions and international organizations. Multifactorial content of security involves appropriate research tools.
