DEVELOPMENT OF INTEGRATION AND INTERACTION OF NATIONAL INNOVATION SYSTEMS, USE OF INTELLECTUAL PROPERTY OF THE EEU MEMBER STATES TO BUILD A NEW TECHNOLOGICAL BASIS IN THE CONDITIONS OF EMERGING GLOBAL PARTNERSHIPS

The article considers the problem of constructing a new technological basis on the basis of the national innovation systems of the EEU member-countries and the use of intellectual property that requires an increased coordination between innovation activities of companies from the EEU member-states with a focus on the integration of basic lines for science-intensive high-technology products. The article proposes formation of international innovation cluster as an organizational integrator of product and financial opportunities of [post-Soviet] national suppliers of science-intensive and high-tech products from the EEU member-states.

FORMATION OF SUSTAINABLE COMPETITIVE ADVANTAGES FOR THE EEU MEMBER STATES ON THE BASIS OF IMPLEMENTATION OF THE SILK ROAD ECONOMIC BELT

The article analyzes the large-scale projects of mutual interest in not only the EEU countries, but the Member States and observers of the SCO – economic zone Silk Road, including the marine component, and the Northern Sea Route; accented note that the implementation of national economic interests in such projects need to pursue a policy of not only a consensus of interests, but also support the relevant instruments of foreign trade policy, which are implemented at the country level leadership, economic union and member of the SCO; proved that such projects can cementing factor for integration association EEU and raising its cumulative competitiveness and opportunities in conjunction with the SCO potential – could turn into an alliance of organizations, able to face the challenges of modernity and opponents transition to multipolarity.

THE DIRECTIONS OF THE POSITIONING THE REGION IN THE INTERREGIONAL AND INTERNATIONAL SPACE (on the example of Republic of Bashkortostan)

It investigated in the article the modern environment of the foreign trade activities of the Russian regions. The aim is to develop trends to enhance the inter-regional and international activities in the region in the changed geopolitical conditions. It offeredin the case of the Republic of Bashkortostan the strategic positioning initiative in the Eurasian space, which allows to develop a new form external relations in the region.

THE INFLUENCE OF INTEGRATION PROCESSES ON THE FORMATION OF COMPETITIVE ADVANTAGES

The article is devoted to the problem of the influence of integration processes on the formation of competitive advantages of countries and national economies. The article reveals key factors of creation the competitive advantages which promote the activization of economic integration and new mechanisms of economic growth, the implementation of a foreign trade potential in modern unstable conditions. The author emphasizes the importance of economic convergence and interaction of the countries at the regional level, the formation of large regional integration structures, developing in the direction of creating relatively independent centers of the world economy. It will help to provide the realization of national economic interests and a sustainable development of member countries.

FACTORS OF FORMATION OF COMPETITIVE ADVANTAGES OF THE EURASIAN ECONOMIC UNION (EAEU) MEMBERS

The article is devoted to the problem of the competitiveness of EAEU countries economies, taking into account the impact of globalization processes, in particular, WTO membership. The article reveals key factors of formation of a competitive position of member states which promote the activization of economic integration and new mechanisms of economic growth, the implementation of a foreign trade potential in modern conditions. The approach to the problem of competitiveness presented in this article allows to reveal priorities in a foreign trade policy of EAEU after the accession to WTO, which provide the realization of national economic interests and a sustainable development of member countries.

ISSUES ADMINISTRATIVE RESPONSIBILITY FOR INFRINGEMENTS IN THE CONSTRUCTION INDUSTRY

This article analyzes the provisions of the draft of the new Code of Administrative Offences. The author focuses on the innovation of the project in comparison with the current edition of the Administrative Code of the Russian Federation in terms of the administrative responsibility for violations in the field of construction. In this regard, the author dwells on separate powers of state construction supervision of subjects of the Russian Federation in the field of administrative responsibility. This paper gives comments on the project, as well as the proposed version of the draft provisions of the copyright.

CROSS-BORDER FACTORS CONFLICT-SITUATION IN RUSSIA AND THE FORMER SOVIET UNION

The growing number of cross-border conflicts is having an increasing impact on the global security of humanity. In this situation, the interior struggle for political leadership in some states makes the matrix of regional and global security on a planetary scale more complicated. The Russian Federation and its neighboring states formed after the collapse of the Soviet Union form a part in the system of these processes. In this article, the author considers the origins of cross-border conflictogenic situations in the context of Russia's national security, conditionally combining them into the following groups: relations of the former Soviet Union states on territorial, socio-economic, political and religious issues, influence of the sectarian factor and terrorism, of the ethnic factor, foreign policy factor and subjective factor.

TRADITIONAL VALUES AS MAINTANENCE AND UNITY FACTOR FOR MODERN RUSSIA

State national interests also have social and spiritual dimensions. Just from this point of view Russian traditional values can be considered. Having correct understanding of such values through objective analysis of modern social situation , determination of “tradition”, “values”, “culture” terms, knowledge of national history it’s possible to politics forming for Russian nations unity achievement. As a rule common ideals regarding fairness, value of life and human rights, morality, etc. Are named as traditional values. However we can separate unique traits as collegiality, domesticity, priority of the ideal before the material. Society appeal to traditions and history, preference of the national to the foreign will further inner and external threats neutralization to society and the state and further decreasing of globalization, economical, political, informational, cultural and so on expansion negative effects for spiritual security of Russia.

INFORMAL MECHANISMS IN THE U.S. FOREIGN POLICY DECISION-MAKING: THE CASE OF ENHANCED INTERROGATION TECHNIQUES

Even the most strictly institutionalized foreign policy decision-making system experiences influences of numerous informal practices and activities that bypass legally established mechanisms. In this regard the case of Military Order of November 13, 2001 ‘Detention, Treatment, аnd Trial of Certain Non-Citizens in the War Against Terrorism’ and Memorandum on Humane Treatment оf Al Qaeda and Taliban Detainees оf February 7, 2002, later enabling the use of the so called enhanced interrogation techniques, are of particular interest. The case shows a variety of informal methods that can be used by different establishments and their chairs in Washington to lobby necessary decisions by bypassing formal NSC decision-making system.
