POLICIES TO SUPPORT WOMEN ENTREPRENEURS IN DEVELOPING COUNTRIES: THE SCALE OF THE SUPPORT AND THE DOUBTFULNESS OF SUCCESS

The support of women entrepreneurs under the flag of feminism in the global structure and relations is equally powerful in theory and practical politics, attracting increased attention. The data and information available, the depth of its analysis on all positive aspects, remains a weak link in the decision-making process to correct policies to overcome gender imbalances and to support women and women's socio-economic and political capacities. The research, based on an open and accessible analysis of the material shows that the policy strategy in this area, carried out by the leading countries to eliminate gender imbalances, to support women entrepreneurs, there is a conscious and deliberate policy in the future. The advantages are not only in this, they are more significant and weighty, because women entrepreneurs inspire their example of other women to achieve the goal and fulfillment of dreams. Women in many countries reinvest 90% of their income in their families and immediate environment, which means investing in women, is investing in the future. Nevertheless, almost 70 % of enterprises owned by women in developing countries lack access to financial institutions and are unable to obtain the financial services they need on acceptable terms to meet their needs. There are restrictions on access to capital and technology, due to the lack of networks and information resources. Many of the legal obstacles and political impediments to the ownership of enterprises and their development; the provision of additional services, such as capacity building, ensuring access to networks and consultations, opportunities for entering the local and global markets, and to improve the business climate for small and medium enterprises, women-owned or led by them, in production chains in developing countries. The reason for this depressing situation is that the main beneficiary of such a policy is still its initiators, organizers and promoters.

ISSUES OF SEPARATIC TENDENCIES IN AFRICA: NATIONAL LIBERATION MOVEMENT OF AZAWAD (MNLA) IN MALI

This article is devoted to the problems of separatist movements in Africa, in particular the Tuareg movement for secession in Mali. It examines the causes and main stages of the development of the national liberation movement of Azawad (MNLA). The main factors of the emergence of separatist sentiments and actions in the country are also determined and some ways and solutions are given.

ONCE AGAIN ABOUT THE MAIN INTERNATIONAL LEGAL PRINCIPLES OF SELF-DETERMINATION OF THE NATIONS

In this article the right of the nations for self-determination in international law was investigated. Authors have tried to study and generalize theoretical, legal and practical material on international legal aspects of the right of the nations for self-determination, to reveal key problems of its realization and to show theoretical-methodological aspects of such actual problem, relevant at the present stage of world development of developing countries. In the article various points of view of the famous Russian and Kazakhstan scholars in this sphere have been carefully researched, and also necessary international documents on this perspective were studied.

CONJUGATING EURASIAN INTEGRATION AND CHINESE PROJECT "ONE BELT – ONE ROAD"

The Eurasian Economic Union and China are pursuing a policy of conjugating Eurasian integration and the "One Belt – One Road" initiative. On this path, there are several challenges in the political, economic, environmental and other spheres. Effective answers should be found to these challenges. The answer to the political challenge could be strengthening EAEU cohesion. The answer to the economic challenge should be sought in raising the number of participants in major Eurasian infrastructure projects, both among states and commercial companies. It is also necessary to clarify the content of the "conjugation" concept, as well as to develop conceptual vision of how EAEU – OBOR conjugation fits into a wider project aimed at formation of Greater Eurasia.

DIGITAL ECONOMY: THREATS AND CHALLENGES TO GLOBAL AND NATIONAL SECURITY

Modern civilization has entered the era of global qualitative changes caused by the critical aggravation of environmental and resource problems, the global systemic crisis in General, the formation of a new technological order, the transition of the world community to a non-equilibrium bifurcation zone. The emergence and development of the digital economy plays a dominant role in the process of self-organization of mankind. In our opinion, the essence of transformations in the conditions of formation of digital economy lies in the formalization of socio-economic activity and its virtualization on the Internet (building of virtual models) on the basis of which robotization and automation of formalized aspects of life are carried out with the help of modern information and communication technologies. More broadly, the realization of the achievements of the fourth industrial revolution will radically transform industrial and social relations and ultimately lead to the evolutionary or non-evolutionary changes in modern civilization. It looks as if two attractors (nodes of attraction) appear with a plus and minus signs. It is the possibly regressive line in the social sphere transformations that will be a source of aggravation of old and emergence of new challenges and threats to global and national security.
